AGARTALA CITY: AGARTALA MUNICIPAL COUNCIL : BRIEF INTODUCTION • Agartala- Capital & Main City, Administrative, Business Industrial , Educational & Health Center, Airport and Railway facility • Agartala Municipal Council-One of the oldest in India- Established in 1871. Population- 4 lakh (2011 Census) Daily migrating population-1 lakh Four Zones, 35 wards, Total Area- 58.84 Sq Km. No of Households- 90000. Main Rivers-Haora, Katakhal To be declared as Municipal Corporation shortly, Expansion to be done shortly One of first JnNURM cities in India • • • • • • • • Solid waste generated in Agartala Municipal Solid Waste: Includes household garbage, waste from markets, mandies, shops, hotels, construction materials, drain silt, waste from grass, jungle cutting etc Bio-Medical Waste: It includes waste generated from hospitals, clinics, nursing homes, pathological labs etc such as blades, syringes, plastic/rubber materials, cotton, anatomical waste etc Municipal Solid Waste • As per the MSW Rules-2000, Municipal Solid Waste is a trash/garbage that is discarded on day to day basis in a human settlement and includes commercial and residential waste generated in a Municipal or notified areas in either solid or semisolid form excluding industrial hazardous wastes but including treated biomedical waste. Composition of Municipal Solid Waste Horticulture waste Dead Constructi -on debris Animals/ Carcasses Road sweeping waste Household Waste/ MSW kitchen waste Institutional Commercial workshops waste Waste from Market/ Mandies Drain Silt Quantity of MSW generated in Agartala city daily (tentative) Sources of Solid Waste Generation Quantity House to House waste Waste/Kitchen waste 20 MT/Day Waste generated from markets mandies 60 MT/Day Commercial waste-(Hotel, shops institutions) 30 MT/Day Waste thrown on roads, collected by sweeping and construction debris 125 MT/Day Dead animals/Carcasses 0.5MT/Day Waste from workshops/garages, electronic waste 4.5MT/Day Drain Silt 10 MT/Day Total daily Municipal Solid Waste Generation 250 MT/day % of various categories of Municipal Solid Waste in Agartala Waste Generated by Household waste/Kitchen Waste( door to door collection) 4% Waste Generated by Vegetable Markets, Fish Markets, Mandis etc 12% Waste generated by workshops/garages/electronic waste 20% 50% Commercial waste (Hotels/shops/Institutions)15% 12% 2% 0.2% Dead Animals/Carcasses Waste thrown on roads collected by Sweeping of roads Drain silt Rules and Guidelines for ULBs for management of Municipal Solid Waste Municipal Solid Waste Rules 2000 National Urban Sanitation Policy • Created by the Ministry of environment and Forests, GoI in 2000 • Foundation stone for SWM in India • Formulated by the Ministry of Urban development GoI in 2008 • Broadly covers the aspects of Urban Sanitation including SWM Service Level Benchmarks • Benchmarks to evaluate the performance of Urban Services by Urban Local Bodies by Ministry of Urban Development GOI Guidelines mentioned in • Mentions various Solid waste management rules, guidelines, procedures for handling, JnNURM SWM Toolkit transporting processing and disposal 2012 SWM Cycle Transportation Collection & Storage Dump Yard Generation Compost generation Processing Management of Solid Waste under Agartala Municipal Council • House to house collection of Kitchen/Household waste • Collection of Garbage from roads, Markets, Drains etc generated by sweeping/cleaning activity of AMC • Lifting & Transportation of Solid waste to Dump-Yard • Disposal/Processing of Solid Waste House to House Collection of Solid Waste • Done by NGOs using tricycles and auto rickshaw • Rs. 30/house per month is being charged by the NGO as user fee • Efforts are going on to give the service six days in a week and to further improve the system by procuring new small auto trucks • Present Coverage:30 to 40 % Generation of Garbage from roads, Markets, Drains sweeping/cleaning activity of AMC (Secondary Collection) • Manual and Mechanized Sweeping • 400 Conservancy (Sweeping) Staff • One Automatic sweeping Machine • All the main roads of the city( Around 40-45 Km) are swept daily • Daily Garbage generation by sweeping & cleaning 125 MT Collection of the generated Solid Waste • 400 no of rode-side 1.1 cu meter medium size Containers on main roads • 100 no of 4.5 Cu meter big size containers in markets, mandis etc • One handcart with buckets for each sweeper to carry garbage to the container after sweeping • Five no of wheelbarrows to each ward for collection of garbage through TUEP/SUEP Transportation of Solid Waste to Dump-Yard • Agartala Municipal Council presently operates most modern vehicles for garbage collection and transportation vehicles ranging from most modern Compactors, Dozers, Loaders Collectors, Skid Steer Loaders etc to ordinary tripper/truck etc New initiatives by AMC in the sector of SWM • Procurement of modern sophisticated SWM Vehicles/ Equipments :Agartala Municipal council recently procured modern SWM vehicles worth about Rs. Eight Crores with the assistance from the State Government which includes 3 number of 14 Cu Meter Refuge Compactors, 10 Number of 8 Cu Meter Refuge Compactors, four no of skid steer loaders, 400 no of medium containers etc. • Procurement of two powerful heavy desilting machines for drain clearance: Two number of powerful de-silting machines have been recently procured which will be helpful for reduction of manual cleaning of city drains to significant level. The silt is being disposed in the landfill at the Dump yard. These machines will ensure speedy cleaning of covered drains of city • Uniform/dress to conservancy staff: As per the guidelines mentioned in the SWM Toolkit, Agartala Municipal council has started distribution of the uniform, protective gears such as caps, boots, gum-boots, hand gloves , cloth masks etc to all the workers engaged in sweeping and garbage lifting activity. • Use of mechanized sweeping Machine so as to improve cleanliness and efficiency: Agartala Municipal council has recently procured one sweeping for assisting the sweeping staff for faster cleaning and sweeping. • Setting up of 250 TPD Solid Waste Processing plant at Debendra Chandra Nagar, Agartala: Agartala Municipal Council is going to set up 250 tons per day capacity Solid Waste Processing Plant (Composting and Scientific Landfill) on joint venture basis. Total project cost is Rs.16.50 crore. Already the work has started. Plant to be operational by March 2014. There will be also generation of compost, eco-bricks. Medical Dispensary for SWM workers of AMC: As per the SWM Guidelines issued by the Ministry of Urban Development Government of India, at least two medical check ups are mandatory for all the personnel dealing with SWM. • Agartala Municipal Council has decided to set up one OPD based medical dispensary which will become functional before Durgapuja i.e. 11th October 2013. • All the staff dealing with SWM shall be given health cards and there shall be two health check ups mandatorily after six months for all SWM workers. • Necessary budget provisions have already been made in this year budget for the said purpose. Start of regular, dedicated Primary Municipal waste collection system(door to door garbage collection system) in some wards in addition to the already existing tri-cycle system.- Awareness generation regarding SWM AGARTALA MUNICIPAL COUNCIL APPEAL TO THE CITIZENS Agartala Municipal Council has started regular House To House Garbage Collection System on daily basis for six days in a week. You are kindly requested to give your household garbage and shop garbage to AMC staff coming to your house/shop on daily basis. Please do not through garbage on roads, inside the drains or inside lakes. Please cooperate Agartala Municipal Council to keep your Agartala City clean and Green. With warm regards. CLEAN AGARTALA GREEN AGARTALA • AMC is planning for generation of awareness among people by various activities such as IEC- Leaflets, posters announcements, small movie clips on SWM, Newspaper adds, school programmes, meeting with clubs /NGOs/ Citizen groups etc. Other SWM related initiatives/schemes under AMC • Collection, Transportation and disposal of bio- Medical ( hazardous waste) • Sewerage system under North Zone • Mechanical Septage (waste from septic tanks) collection and treatment of septage at Sewerage Treatment Plant • Construction of ILCS for EWS families • Rs. 200 Crore Drainage Project under 13th Finance Commission Grant • Collection of waste-water( Paneer Water) from restaurants Collection, Transportation and disposal of Bio- Medical ( hazardous waste) Agartala Municipal Council is collecting BioMedical waste from all the Government/private hospitals, laboratories on daily basis. Necessary safety norms are being followed for this purpose. Some user fee is being charged for this. The bioMedical waste which is collected is incinerated in the Diesel incinerator of Agartala Municipal council located at Hapania. Sewerage Scheme under North Zone of AMC under JnNURM • Rs 102.21 Crore Scheme under progress JnNURM for North Zone of Agartala Municipal Council –to be operational by March 2014. Almost 80 % work completed. 95 km sewer line network covering entire North Zone of AMC, 3500 manholes, 9 pumping stations, 11 lifting stations, one Sewerage Treatment Plant with 8 million liter per day sewerage processing capacity. The components are1. Sewerage House Connections and pipelines 2. Sewage Pumping Stations 3. Sewage Treatment and Disposal Facilities Septage(waste from Septic tank) Management under AMC Septage is the waste from the septic tanks.
