Specific objectives
Specific Objectives
Expected Results
R1. A clear strategy on the Research and Innovation sector in Ukraine,
taking into account the regional dimension, proposing necessary measures
to make the sector competitive is developed.
SO1. Contribute to the identification of an Ukrainian
Innovation and research policy on the governmental level
that combines the best practice of the European Union in
research and innovation and the specifications of the
Ukrainian innovation development
SO2. Improve the adaptation and coordination of regional
innovation policies that correspond with the governmental
approach and the European best practice
SO3. Support the improvement of the regulatory and
legislative environment for the sector of Research and
Innovation in Ukraine and to bring Ukrainian legislation on
Intellectual Property Rights in compliance with the
European best practice
SO4. Upgrade the capacities of the State Department of
Intellectual Property and other actors dealing with
Intellectual property as well as with Research and
Innovation

R2. A stable and permanent communication platform between the Ministry
of Economy of Ukraine and the respective European institutions is created in
order to ensure that the Ukrainian governmental policy in the Research and
Innovation sector complies with the developments in the European Union.
R3. Coordination mechanisms including communication and monitoring
platforms: 1) at the central level and 2) between the different regional
policies for Research and Innovation in Ukraine and the Governmental
innovation policy, are established. The monitoring platform should be
integrated into an existing Ukrainian body dealing with research and
innovation in order to be able to monitor the legislative developments in the
Sector in the future
Results R1, R2 and R3, with focus on Regional aspects of Innovation
Strategies, Policies, Communication and Coordination
R4. Proposals for necessary amendments in the Research and Innovation
sector are elaborated, based on a thorough analysis of the existing
framework in the sector and the assessment of compatibility with European
Standards, which will provide the basis for the drafting of amendments to
existing regulations
R5. Proposals for necessary amendments of the Ukrainian legislation on
Intellectual Property rights/Patents are developed that 1) should harmonise
the Ukrainian regulations with the European Patent Convention and 2) align
the Ukrainian patenting system on the international patenting system
R6. Improved skills and qualifications of different actors in the Research and
Innovation and Intellectual Property sector, especially concerning EU best
practices and necessary measures to modernise the Ukrainian research and
innovation/intellectual property sector
