方式的迫切需要。

在中国已经建立较为完善、符合国际规则的知识产权制度的前提下，
帮助和支持本土市场主体提高运用知识产权参与市场竞争的能力，有效
发挥知识产权制度对创新的促进作用，支撑经济转型和升级发展成了中
国实施知识产权制度的重点。
China’s IP system is implemented to realize the following key objectives:
Help and support businesses to enhance their competitive capabilities

The Outline of IP strategy
2005年，中国政府正式启动制定国家知识产权战略。
In 2005, China officially kicked off the formulation
of national IP strategy.
2008年6月，中国政府颁布实施《国家知识产权战略纲要》。
In June 2008, the Outline of the National Intellectual Property
Strategy was published and implemented.

纲要的主要思路是:运用知识产权制度促进发展，制度建设和能力建
设并举，突出能力建设。

施，明确了专利、商标、版权等各个领域的重点任务。
