•
July 6, 2011: Executive Director George Reid provided direction for the staff of
Diversity and Outreach to further implement activities aligned with closing the
statewide achievement gap identified in the Illinois Public Agenda for Career and
College Success.
•
The project, as identified by Dr. Reid, involves a one-year unit plan as follow-up to
the “90 Day Project” which identified and helped to re-enroll students who
were in good academic standing, but stopped out of college and yet needed to
complete a college degree.
•
The “One Year Project” was designed to develop philanthropic resources to
assist in the continued educational opportunity of Illinois students through the
completion of certification and degree attainment.
The Number One Agenda… Goal 1
Start of project
• Presented project proposal to Diversity and Outreach staff to discuss
project objectives and to brainstorm plans
• Made initial contacts with philanthropic groups
• Enumerated philanthropic organizations that had identified objectives,
mission and goals related to this project

Points requiring more in-depth consideration as posed through
organizational contacts and research
• Which specific student groups will be served?
• What services (treatments) are most needed to assist students in

working with student groups?
19
The Number One Agenda… Goal 1
Suggestions for project development
• Establish cooperative working groups to develop a fundable
program/project
• Initiate follow-up contacts with identified organizations/institutions
to address suggestions and/or recommendation from foundations
• Identify available human resources and make contact to begin
Collaboration and Planning meetings

5) Compile the state accountability report for Goal 3 using the
performance measures and benchmarks of the Illinois Public Agenda
29
The Number One Agenda… Goal 3
Basis for the Performance Funding Model
• The goals of the Public Agenda for College and Career Success
• Public Act 97-320 (HB 1503)
• Reward performance of institutions in advancing the success of students
who are: academically or financially at risk, first generation students, lowincome students, and students traditionally underrepresented in higher
education
• Recognize and account for the differentiated missions of institutions of
higher education
• Focus on the fundamental goal of increasing completion
• Recognize the unique & broad mission of public community colleges
• Maintain the quality of degrees, certificates, courses, & programs
30
The Number One Agenda… Goal 3
Step 1
Step 2
Step 3
• Identify the performance
measures or metrics that
support the state goals
• Collect the data on the
selected performance
measures
• Award an additional
premium (i.e., 40%) for the
production of certain desired
outcomes
Step 4
Step 5
Step 6
• Normalize (scale) the data,
if necessary, so it is
comparable
• Weight each of the
performance measures that
reflects priority of measure
and mission of institution
• Multiply and sum the scaled
data times the weight to
produce the weighted results
Step 7
• Use the weighted results
(or total performance value)
to distribute performance
funding
