– We need more research on users and use
– We need work on how to assess e-democracy

• There is an expressed need for regulation
• Principles:
– Do not exaggerate regulation, focus on important issues!
– Regulation must not be a barrier to grassroot activity
– Regulation is about finding a balance between conflicting
interests
• e.g. Privacy vs. Freedom of Information
– Regulation is also an important instrument for acheiving
trust in e-democracy
• Like Internet governance: Best of two traditions
• CoE should continue work in this area
