International context • Trust is important. Democracy is built on trust, and the citizens need to trust e-democracy. • Misconception: e-Democracy is provided by the government (grassroot activities). • Need to learn from Web 2.0 applications (creativity, sharing, collaboration) • The field of e-democracy is still immature: – We need more research on users and use – We need work on how to assess e-democracy – We need more research.. Regulation Regulation • There is an expressed need for regulation • Principles: – Do not exaggerate regulation, focus on important issues! – Regulation must not be a barrier to grassroot activity – Regulation is about finding a balance between conflicting interests • e.g. Privacy vs. Freedom of Information – Regulation is also an important instrument for acheiving trust in e-democracy • Like Internet governance: Best of two traditions • CoE should continue work in this area
