The implementation of quality management systems by its Members 2. An overall strategy for WMO, which would cover all WMO technical programme activities that relate to the delivery of products, data and services 06/11/2015 CIMO-XIV 6 EC-LVIII Decision on QMF for NMHSs Develop draft resolution, which should: • Encourage NMHSs to implement QMS for part or all of their activities, following internationally recognized standards (as appropriate) • NMHS should strive to implement QMS for most activities, but may choose to certify only some of them • Possibility to consider statement of conformity • WMO-own certification scheme would not be cost-effective ⇒ certification by national agencies 06/11/2015 CIMO-XIV 8 Overall QMF strategy for WMO Background: • WMO has had a commitment to quality for years • Quality approaches vary across WMO (TCs,…) EC-LVIII decided to: • Develop a high-level framework covering all WMO programme activities relating to the delivery of products, data and services: – Publish explicit WMO quality policy – Specify roles and responsibilities (TCs, RAs, issuance of documents, …) – Include QM at highest level of Technical Regulations • Task ICTT-QMF to develop Resolution to Cg-XV 06/11/2015 CIMO-XIV 9 Frequent Misunderstandings • Quality Control ≠ Quality Management • (Data) Quality Assurance ≠ Quality Management • Data Management ≠ Quality Management • Quality Management System ≠ WMO Quality Management Framework 06/11/2015 CIMO-XIV 10 Standardization of Terminology Background: • Need for harmonization in the use of qualityrelated terms: – – – – Quality assurance Quality control Quality management … EC-LVIII, followed ICTT-QMF recommendation: • TC should follow definitions given in ISO 9000:2005 in their publications 06/11/2015 CIMO-XIV 11 Collaboration with ISO Background: • EC-LVII requested to establish closer cooperation with ISO to develop international standards based on WMO standards, etc. • Consultation with ISO took place Decision of EC-LVIII: • Develop working agreement in which WMO would be recognized by ISO as “International standardizing body” • Allows option to develop joint ISO-WMO technical standards 06/11/2015 CIMO-XIV 13 Collaboration with ISO Working agreement with ISO for development of joint ISO/WMO technical standards • WMO would retain primary control of standards • WMO could retain WMO specific standards + Would clarify authority of WMO documents + Would enhance international recognition and dissemination of WMO standards + May help NMHSs in obtaining funding support - Standards need to be updated every 5 years - Need to address comments from others 06/11/2015 CIMO-XIV 14 Collaboration with ISO Requirements for becoming an International Standardizing body: • WMO standards based on international consensus system similar to ISO • WMO committees should not duplicate existing ISO committees in relevant fields • Approval from appropriate ISO's governance bodies required 06/11/2015 CIMO-XIV 15 Collaboration with ISO Present status of negotiations: • ISO Technical Management Board consulted and favorable to recognize WMO as Internat. Standardization Body Next step: • ISO Council would have to be consulted ISO question to WMO: • Confirm willingness to follow this option View of the Commission would be highly welcomed 06/11/2015 CIMO-XIV 16 Issues to be discussed • Provide guidance on the development of the working agreement with ISO • Identify need for development of additional QA/QC, and related, procedures within CIMO guide 06/11/2015 CIMO-XIV 17
