Formal consultation is not always required. • No impact to designated critical habitat. 34 Environmental Assessment Historical and Archeological Resources • Cultural Resources Assessment Survey prepared, all historic and archaeological resources within “Area of Potential Effect” (APE) identified and evaluated. • No known archaeological sites identified in APE and no Miami-Dade county designated archaeological sites or zones were located within one mile of the “archaeological” APE. • Ten historic resources identified within the APE – One bridge, one canal, one seawall, and seven buildings. Historic Sources In Project Area 35 Environmental Assessment Historic and Archaeological Resources, continued • The Mayflower Hotel/1700 Alton Road was determined eligible for listing in the National Register of Historic Places (NRHP). • One additional resource, the Collins Canal itself, is considered “eligible for listing in the NHRP”. • The remaining historic resources are considered ineligible for listing in the NHRP either individually or as part of a historic district. • Cultural Resources Studies comply with state and federal regulations: Section 106 of National Historic Preservation Act, NEPA, Chapter 267 FS, and Section 4(f) of the Department of Transportation Act. 36 Environmental Assessment Noise Assessment • A Noise Study Report (NSR) has been prepared for the proposed project • Noise analysis evaluated the effects of noise on surrounding land uses associated with the construction of the West Avenue Bridge • One noise sensitive receiver affected by forecasted future increase in noise levels; however, noise mitigation would not be feasible as it would block access to the site. 37 Environmental Assessment Social Resources • Recreation Areas – • no publicly owned parks within the project limits. • closest public park is Maurice Gibb Memorial Park approximately 0.2 miles west of the project area. • Aesthetics – including visual resources • Gibb Park, Collins Canal, Landscape/ Greenspace enhancements • Bridge Design Concepts to be explored • Social-Economic – not a capacity project • support economic development, • connectivity between neighborhoods, • improve vehicular, bicycle, and pedestrian traffic, and • enhance safety at the intersection of Dade Boulevard with Bay Road. 38 Construction Cost Cost Estimates ITEM COST Bridge Structure $462,280 Roadway $870,046 Traffic Signal Improvements $87,712 Signing and Pavement Markings $17,060 Right of Way $1,635,000 MOT (20%) $262,377 Mobilization (10%) $131,188 Contingency (25%) $327,971 Construction (30%) Total Cost Engineering and Inspection $393,565 $4,187,198.10 39 Right of Way Acquisition Right of way acquisition is required • Approximately a total of 0.30 acres of vacant land • Right of way acquisition will be carried out in accordance with the Uniform Relocation Assistance and Real Property Acquisition Act • No relocation is required 40 Schedule Steps for Implementation: • Following tonight’s meeting • Analysis will be finalized • FDOT will seek project approval from the Florida Highway Administration Maintenance Construction Design PD&E Conceptual Planning 2008 2011-2012 2013 1–2 Years Yearly 41 Public Meetings Summary • Kick-off Meeting September 13, 2011 • Alternatives Meeting November 15, 2011 • Public Hearing March 27, 2012 • Commission Meeting April 11, 2012 • Location and Design Concept Acceptance (LDCA) July 2012 42 Public Meetings Summary • Summary Meeting Date Location Public Kick-Off September 13, 2011 Miami Beach Golf Club Alternatives Public Workshop November 15, 2011 Miami Beach Regional Library 1688 West Briefing November 18, 2011 Miami Beach City Hall Belle Isle Residents Association January, 18 2012 Belle Isle Flamingo Park Neighborhood Association February 6, 2012 The Seymour Briefing with Mayor Bower February 9, 2012 Miami Beach City Hall Transportation Aesthetics Review Committee of the MPO February 10, 2012 Miami-Dade County Government Center Briefing February 13, 2012 Miami Beach City Hall Briefing February 14, 2012 Stephen P.
