contaminated” sites –

Floodplains/Water Quality
• Project is located within the 100 year
flood zone.
• No significant effects to water quality will
as a result of this project due to planned
stormwater management system.
• The proposed stormwater facility design
will include the water quantity
requirements for the water quality
impacts as required by Chapter 24,
Section 24-58 of the Miami-Dade County
Code.
• A Storm Water Prevention Plan (SWPPP)
will be incorporated into the project.

Wetlands and Essential Fish Habitat
• Wetlands were evaluated in accordance
with Federal Executive Order 11990 –
“Protection of Wetlands” and U.S.
Department of Transportation Order
5660.1A in Wetland Evaluation Report
(WER).
• Essential Fish Habitat (EFH) Assessment
revealed two types: sand/shell bottom
and seagrass/algal.
• Seagrass EFH shading impacts anticipated
at 1,450 square feet (0.033 acres).
• All wetland, EFH, and surface water
impacts will be mitigated accordingly.

Wildlife and Habitat, Threatened and
Endangered Species
• Endangered Species Biological
Assessment (ESBA) prepared, assessment
per Endangered Species Act (ESA).
• Species list includes –
• 3 sea turtles, 1 seagrass
• 1 marine mammal, 1 bird
• Any involvement with these species
requires some consultation under Section
7 of the ESA to determine effects on each
species. Formal consultation is not always
required.
• No impact to designated critical habitat.

Historical and Archeological Resources
• Cultural Resources Assessment Survey
prepared, all historic and archaeological
resources within “Area of Potential
Effect” (APE) identified and evaluated.
• No known archaeological sites
identified in APE and no Miami-Dade
county designated archaeological sites
or zones were located within one mile
of the “archaeological” APE.
• Ten historic resources identified within
the APE – One bridge, one canal, one
seawall, and seven buildings.

Historic and Archaeological Resources, continued
• The Mayflower Hotel/1700 Alton Road was determined
eligible for listing in the National Register of Historic
Places (NRHP).
• One additional resource, the Collins Canal itself, is
considered “eligible for listing in the NHRP”.
• The remaining historic resources are considered
ineligible for listing in the NHRP either individually or as
part of a historic district.
• Cultural Resources Studies comply with state and federal
regulations: Section 106 of National Historic Preservation
Act, NEPA, Chapter 267 FS, and Section 4(f) of the
Department of Transportation Act.

Noise Assessment
• A Noise Study Report (NSR) has been
prepared for the proposed project
• Noise analysis evaluated the effects of
noise on surrounding land uses
associated with the construction of
the West Avenue Bridge
• One noise sensitive receiver affected
by forecasted future increase in noise
levels; however, noise mitigation
would not be feasible as it would
block access to the site.

project limits.

Memorial Park approximately 0.2 miles
west of the project area.

• Bridge Design Concepts to be explored
• Social-Economic – not a capacity project
• support economic development,
• connectivity between neighborhoods,
• improve vehicular, bicycle, and pedestrian
