Decision Timeline
The priority list is currently posted on OSPI
Apportionment website http://www.k12.wa.us/SAFS/default.asp
Not clear when Legislature will adopt a final budget
After an Operating Budget is adopted:
• Within 3–4 business days, OSPI will distribute a
bulletin with link to eligibility list
• School districts with eligible schools will need to
notify OSPI via i-Grants that they want to accept
funding
• If funds remain after first notification, OSPI will
notify districts with schools that have the next
highest levels of free/reduced price lunch eligibility

Statutory Requirements
(RCW 28A.150.315)
Priority list based on free/reduced lunch eligibility in October
of prior year
• Once funding is received, funding continues even if F/R eligibility decreases
At least 1000 hours of instruction (As defined in RCW 28A.150.205, which includes parent conferences)
A curriculum that offers a rich, varied set of experiences that assist
students in:
• Developing skills in reading, mathematics, and writing
• Developing communication skills
• Providing experiences in science, social studies, arts, health and
physical education, and a world language
other than English
• Acquiring large and small motor skills
• Acquiring social and emotional skills
• Learning through hands-on experiences

• Establish learning environments that are developmentally
appropriate and promote creativity
• Demonstrate strong connections and communication with
early learning community providers
• Participate in kindergarten program readiness activities with
early learning providers and parents
• Administer the Washington Kindergarten Inventory of
Developing Skills (WaKIDS)

What’s “Voluntary” About Full-Day K?
The statutory language for state-funded fullday kindergarten states that it is “voluntary”
In researching the origins of the language, it is
“voluntary” for children to attend
• Schools must provide a “part-day” option
Separate classroom, or
A portion of the full-day class
• Transportation is a school district decision, but if
offered, will be funded by the state

Acceptance of FDK Funding
School districts are not required to accept
funding for full-day kindergarten in 2015–16
or 2016–17
However, all schools are to provide FDK in
2017–18
• It is a requirement of the Basic Education Act
(See
RCW 28A.150.220 and 28A.150.315)

Finding Classrooms for FDK and K–3
Class-size Reduction
It is a problem in many schools…
School Districts indicated that they need 5,698 additional
classrooms for FDK and K–3 Class size reduction
•
OSPI submitted a $1.98 billion budget request
Governor Inslee and the House provided $10 million in their
proposed Capital Budgets for Full-day K classroom space
Senate Capital Budget and SB 6080 have $280 million for FDK and
K–3 Class-size reduction for the next 3 years
FDK has displaced preschools currently in buildings
• Also, new state-funded preschool (ECEAP) expansion to occur within state-funded
FDK school boundary areas

Finding Qualified Teachers for FDK and
K–3 Class-size Reduction
It is also a BIG problem, as you know…
A draft OSPI analysis of the demand/supply of
new teachers (with Elementary Education and Early Childhood
endorsements) indicated a shortage of
approximately 7,000 teachers in next three
years
Includes retirements, enrollment growth, attrition, quality
WA Colleges/Universities produce approx. 1,350/year

FDK Professional Development
OSPI and the ESDs have created three FDK PD modules:
• Learning Environment
• Child Development
• Learning Centers
Created for kindergarten teachers
Will be offered at Starting Strong (August 3–5)
Several ESDs will be offering the PD this summer and next
fall:
• Contact your ESD FDK Coordinator to see if your ESD is offering
the module training

Whole Child Assessment
Prior to October 31, teachers observe and
assess students’ strengths
Using Teaching Strategies GOLD®, teachers
assess six areas of development and learning
- Physical, social-emotional, language, cognitive, mathematics, literacy
The assessment is administered once a year.
Teachers can voluntarily evaluate students
more than once to document growth

Summer Training
All teachers are required to attend a two-day, WaKIDS
101 training, which includes Inter-rater Reliability
Certification.
From July 1 – September 30, each ESD will host twoday WaKIDS 101 trainings for teachers new to WaKIDS
Teachers will be compensated and reimbursed for
travel, if funds are provided by the Legislature
