Water allowance peaks at 1.5”/wk in June and July • Monthly weather factors can adjust water allowances for budget tiers. Weather factors are calculated using actual weather conditions during the read cycles • Documentation of irrigated areas are sent out by staff and have been or are being verified 2013 Water Tier Rates Tier 1 2 3 4 5 Large Irrigator Block n/a Residential Block Rate (1,000 gallons) (1,000 gallons) Indoor usage $ 3.10 1x Water budget Average outdoor usage $ 5.20 1.7 x Water budget 1.7 x Average outdoor usage $ 8.50 2.4 x Water budget 2.4 x Average outdoor usage $ 10.50 <2.4 x Water budget <2.4 x Average outdoor usage $ 12.50 Weather Station • ECCV gathers information from a weather station located within the District to calculate the weather factor • Data from the weather station is uploaded every Monday during the irrigation season (April – October) and updated on ECCV’s website – Uploaded data includes: • Evapotranspiration (ET) • Air Temperature • Rain Fall Weather Station 5436 S Riviera Street Best Management Practices Best Management Practices ECCV Board Philosophy: “Large Irrigators should take responsibility for correctly operating their systems” ECCV recommends that HOAs adopt Best Management Practices with regards to their irrigation systems • Adoption of Best Management Practices demonstrates a commitment to conserving, protecting and managing water for future generations • Inspections at the end of the watering day to verify system is off as required in landscape contracts • Controllers must be able to maintain programs during power outages • Valve boxes must be made tamper-resistant • Cure Period - Irrigators will be given 90 minutes to cure violations • White flags will identify broken heads etc. • Given opportunity to correct identified maintenance issues by the next watering cycle • BMP Irrigators receive no penalties for up to two violations per month Penalties • Based on Residential Penalty Structure • Penalties vary based on meter size (SFE) Meter Size Single Family Equiv (SFE) ¾” 1” 1-1/2” 2” 3” 4” 1 2 4 8 18 36 Current Penalty Schedule VIOLATION First ¾” 1” 1.5” 2” 3” 4” Meter Meter Meter Meter Meter Meter Warning Warning Warning Warning Warning Warning Second $100 $200 $400 $800 $1,800 $3,600 Third $250 $500 $1,000 $2,000 $4,500 $9,000 Fourth $500 $1,000 $2,000 $4,000 $9,000 $18,000 Fifth $1,000 $2,000 $4,000 $8,000 $18,000 $36,000 Sixth Rate Surcharge Rate Surcharge Rate Surcharge Rate Surcharge Rate Surcharge Rate Surcharge Cross Connection and Backflow Program ECCV’s Cross Connection Program • HOAs with outdoor pools required to have backflows tested and all passing test reports submitted to ECCV by May 15, 2013 • Large Irrigators must have backflows tested and all passing test reports submitted to ECCV by June 3, 2013 BACKFLOW PREVENTION ASSEMBLY TEST AND MAINTENANCE REPORT Customer must retain a copy of this report for a minimum of three years Water District/Authority: Meter/Account No.: Test No.: Service Name: Service Address: Contact Person: Title: Phone: Title: Phone: Owner/Mgmt Co/Contractor: Mailing Address: Contact Person: New Existing Replacement For: Use: Containment Isolation Assembly Type: Reduced Pressure Mfg.: Domestic Double Check Model No.: Date Installed: Fire Irrigation Pressure Vacuum Breaker Size: Process Other: Serial No.: Last Inspection: Line Pressure: PSI Location: Initial Test Result Check No 1 (RP, DC, PVB) Check No 2 (RP, DC) Tightness Leak Tight Leak Tight Re-Test Results Comments Differential Tightness Leak Tight Leak Tight Differential Relief Valve (RP) Buffer (RP) Air Inlet (PVB) Shut-off valve No. 1 Leak Tight Shut-off valve No. 2 Leak Tight Repairs/Comments: Assembly Mechanical Test: Passed Failed If mechanical test fails, the Water Purveyor/Authority must be notified immediately and repairs made as soon as possible.
