ECC PT1 Terms of Reference
ECC
Electronic Communications Committee
The Project Team shall be responsible for implementing the WAPECS
concept as appropriate in the context of MFCN 1 and in frequency bands
identified by ECC, including collaborating with WG FM on frequency
management issues (e.g. cross-border coordination issues, sharing of bands
with applications other than MFCN).

In recent ECC Decisions, spectrum has been designated to MFCN (mobile/fixed communications networks) which includes IMT
and other communications networks in the mobile and fixed services" which would include fixed wireless access but not point-topoint links.

CEPT
ECC PT1 is the CEPT entity
contributing to ITU-R WP5D
ECC
Electronic Communications Committee
Since the establishment of the ITU-R WP5D “IMT Systems”
(successor of ITU-R WP8F) in January 2008, ECC PT1 has been
contributing to its work by presenting the CEPT positions on the issues
on the agenda of WP5D, including:
• Development and update of ITU-R Recommendations
and Reports on IMT
• Digital Dividend (790-862 MHz for Region 1)
• IMT-Advanced submission and evaluation process
• Cognitive Radio Systems (CRS)
• Femtocells (home base stations)

ECC PT1 current Work Programme
ECC
Electronic Communications Committee
ECC PT1 is currently focusing, among others, on the following issues:
• Studies in the 3.4-3.6 GHz (further to the approval of ECC/DEC/(11)06):
o CEPT Report in response to the EC Mandate (development of new BEM for greater
channel bandwidths and band plans)
o ECC Report on the co-existence between adjacent TDD networks
• Brining the ECC regulatory framework for the 900/1800 MHz bands in line with the current
EU one by adding LTE and WiMAX to the permitted technologies (ECC/DEC/(06)13)
• Mobile Communications onboard Aircraft (MCA) – CEPT Report in response to the
second EC Mandate
• Mobile Communications onboard Vessels (MCV) – Sharing studies and revision of
ECC/DEC/(08)08 accordingly
• Generic ECC Recommendation on cross border co-ordination covering all relevant
‘mobile bands’ and technologies
