• Glasa is over 30 years old
• Leagues: Recreational, Academy, new Coed
Adult league
• 300+ referees made up of
Grades 9, 8, 7, 6, 5, 4
• Games at 5 complexes (Unity, Bakersfield,
Chinn Chapel, Lake Park, RailRoad) with a new
Highland Village Complex in the future

Referee Information
• Wear Referee uniform and referee Shorts,
NO other style
• Have required equipment
i.e. flags, Pencil / Paper, Watch, Whistle
• No White Undershirts, only Black
Get GLASA Under shirt (see me)
• Be at field 30 minutes prior to Games
• Purchase Uniforms, Equipment
– “Soccer City” (on Business 121)

– Focus Area
Identify foul, Quickly blow whistle to stop
play, Quickly give direction of restart (little
players give color of jersey), move down
field
– Check goal cages for anchoring on each
game. If not anchored no game to be
played. Find a League Official to notify.

– All Misconducts (Yellow & Red cards), Coach /
parent / player ejections get recorded.
Send in GLASA Misconduct Reports within 48 hrs
of incident

• U5 – U8 Kickoffs / Quarter Restarts /
Substitutions:
– Kickoff after each quarter, change team sides
at half time
– Substitutions are made at quarter stoppages
and half time; unlimited by both teams

U8 Player Rules:
1. Goalkeepers (GK) allowed
2. GK wears different jersey or penny
3. GK can touch ball in “penalty area”
4. GK can not kick ball on a goal kick. Only throw
or roll ball.
• If punted, restart by GK with throw or roll
5. GK injury – sub for GK only

yards.

Weather – Hot and Lightning
• Hot Weather – have water breaks. 2 min max.
Keep clock running. Do not add time. Referees
and ARs get water also.
• Lightning Detectors
– When they go off (1 blast) instruct teams off
fields and to cars not under trees. Referee
crew also.
– 3 blasts return or as advised by League Official
– Stop your watch. Note location on field for
restart (dropped ball if on pitch at stoppage).

Interpretations – commercial advertising
Present text
Commercial advertising shall be at least 1 m (1
yd.) from the boundary lines of the field of play.

2. Law 3 – The Number of Players

If a named substitute enters the field of play instead of a named
player at the start of the match, and the referee is not informed of
this change:
• The referee allows the named substitute to continue the
match.
• No disciplinary sanction is taken against the named
substitute.
• The number of substitutions allowed by the offending
team is not reduced.
• The referee reports the incident to the appropriate
authorities.

– Advantage is always a judgment call

Do’s and Don’ts
• DO be respectful to Players, Coaches, Parents
Don’t tolerate a disrespectful Coach. Foul language
the coach is Dismissed
Procedure: (ASK, TELL, DISMISS)
• DO enforce the Laws of the Game
Don’t be blind to a foul. Call foul.
• DO blow the whistle loudly, give direction for the
foul and restart all in a one motion.
• DO provide instruction to U6-10 players

parent
DO explain what you saw to a coach and player
as necessary to diffuse coach and… move on

• Each year submit to Glasa Treasurer a new
W9 only if info changes
• SS# address has to match IRS Address
• Your acct will go InActive due to missing info
• No games assigned to InActive accounts
• If your account does not exist it was deleted
due to inactivity.

• Games are assigned thru Arbiter Sports and
paid through RefPay.
• You need a Glasa account.
• Referees provide their Availability via the
Glasa website, Referee page, Availability.
• Go to Glasa website, Referee page for Arbiter

assistance.

• Pay Periods are every 2 weeks on Wed
• Referees have to input scores of games on
Assignor game schedule before leaving
complex to be paid
• Referee has to be 2012 certified to be
assigned games
• Assignors will not assign you games this year if
not 2012 certified

• Referee correctly set ups Arbiter Sports account,
RefPay account, Glasa Availability account
via Glasa website, Referee page, Availability tab
• Referee receives notification of assigned games for
review in Arbiter Sports via provided email
• Referee Accepts / Declines games. Excessive
givebacks = limited future assignments
• Referee gets reminder email of games 2-3 days
before games via email
• Referees to be assigned a max of 2 games + Standby

• All referee clinic registrations are on-line
• All referee USSF RECERTIFICATION is on-line
including payment and testing via “Game Official”.

Grade 8 & 9 Re-Certification Requirements
• Register - pay fees - and take the on-line exam
through GameOfficials between Sept 1 – Jan 31
• Minimum passing score is 80%
• You can review missed questions on-line
• Exam may be taken multiple times
• Objective: to learn what you don’t already know
• Registration after Jan 31 will incur an additional $10 reinstatement fee
