1. MAIN LOCAL TRANSPORT AND MOBILITY
ISSUES IN LJUBLJANA
– Increase of daily trips specially with personal cars, day to
day traffic jams with increased negative impact on environment
and increased external costs
– Reduced share of public transport compared to personal
car and stagnation of urban public transport passengers and
poor image of public transport in city and region is observed
– Positive trend of new jobs in Ljubljana, process of
suburbanization with increase of trips, prolonged average trip
time and distance (mainly due to more than 120.000 commuters
from other municipalities)
– A need for restriction of the uncontrolled suburban sprawl
of low-density housing and big shopping centres on motorway
ring;
– Increased accessibility and attraction of Ljubljana with personal
cars due to completion of national highway network
– Insufficient traffic network, especially for public transport
– Adoption of transport policy at national level is still pending,
limited competences of local communities on regional transport
policy, regions have not yet been formally set up, promotion of
development through road infrastructure build-up
– Ineffective initiatives for promoting regional integrated transport
development due to lack of financing (next steps towards
implementation of Tram – Train project)

TRANSPORT & MOBILITY OBJECTIVES

Main local transport and mobility objectives in
Ljubljana

Reduction of negative impact from personal cars on city centre
Closure of old city centre for motorised transit traffic
Reduction of harmful traffic emissions
Promotion of alternative mobility
Integrated public transport concept in City Sustainable
Development Strategy
Measures in MOBILIS have been chosen to forward
these objectives through a combination of:
– Reduction of negative impact of traffic
– Example of good practice for large-scale clean vehicle
implementation at national level
– Offering safer and user friendly cycling facilities
– Dissemination of awareness among people and promotion of
environmental friendly vehicles (emphasis on cycling)
– Active participation of broad public through different channels of
dissemination

3. CONTRIBUTIONS OF LJUBLJANA
PARTNERS TO MOBILIS

City of Ljubljana – local project initiator of measures regarding
CIVITAS II initiative – cycling activities and mobility awareness –
local project coordinator

LPP – demonstration of results from bio fuel implementation
under different conditions
•
Teol and Sava – bio-diesel production and transfer of
experience
•
FME – outlining specifications for an optimum performance of
bio-diesel engines testing
•
•
AIS – results of bio-diesel production side products use
REC CEE – MOBILIS dissemination leader
All local partners will contribute their share towards successful
implementation and dissemination of good practice also
outside the MOBILIS project at local and national level.
