Sub – Regarding the problems and state of BRP (Block Resource Person) and CRP (Cluster
Resource Person) employed by Sarva Siksha Abhiyaan (SSA) in state of Jharkhand.
Sir/Madam,
As stated above BRP and CRP were employed as per the guidelines of Sarva Siksha Abhiyaan (SSA) in
Jharkhand State by JEPC ( Jharkhand Education Project Council ) in the year 2004-05 to enhance
educational quality in the state, whose educational qualifications were postgraduate (science, english
and mathematics) and graduate (science, english and mathematics) as per criteria laid down by JEPC.
Even after the completion of 10 years of successful and trustworthy service, the monthly payment of
BRP and CRP in the state is confined to mere Rs. 9,500 and Rs. 9,000 respectively. Apart from that there
is no provision of Emergency Leave, Maternity Leave and Medical Leave throughout the year. Also we
are not granted Provident Fund (PF) and other allowances which the resource persons of other states
are entitled to.
Meanwhile, the Jharkhand Education Project Council, Ranchi has brought to our notice that as per the
Project Approval Board (PAB), Govt. of India, no funds shall be sanctioned from financial year 2015-16
onwards for the payment of 3000 (three thousand) CRP in the state. JEPC, Ranchi also states that
Government Teachers would be deputed in the place of CRP then.
In other states of India, BRP and CRP are still continuously recruited by the government and PAB
releases funds for the payment of these resource persons unconditionally.
In the light of these facts produced above we would be highly obliged if the ministry takes a rapid and
strong supportive initiative in our favour. And that the Jharkhand Education Project Council, Ranchi be
clearly directed to act in this affair.

Also we would be thankful on sanction of funds for next financial year for the payment of 3000 CRP in a
deprived and backward state such as Jharkhand where their future and the future of their families is
risked by such ruthless initiatives.
