Programs of Study
A program of study is a comprehensive,
structured approach for delivering academic and
career & technical education to prepare students
for postsecondary education and career success.
Design Framework
POS, at minimum, must:
 Incorporate and align secondary and
postsecondary education elements
 Include academic and CTE content in a
coordinated, non-duplicative progression of
courses
 Offer the opportunity, where appropriate, for
secondary students to acquire postsecondary
credits
 Lead to an industry-recognized credential or
certificate at the post-secondary level, or an
associate or baccalaureate degree

Partnerships
 Businesses, education, other community stakeholders
are central to POS design, implementation, and
maintenance

Professional development
 Foster innovative teaching and learning strategies

Accountability and evaluation systems
 Systems and strategies to gather quantitative and
qualitative data on POS components and student
outcomes

College and career readiness standards
 Content standards that define what students are
expected to know and be able to do to enter college
and/or careers
Program of Study Components

Course sequences
 Non-duplicative sequences of secondary and
postsecondary courses within a POS ensure that
students transition to postsecondary education
without duplicating classes or requiring remedial
coursework

Credit transfer agreements
 A formal agreement among secondary and
postsecondary education systems that provide
opportunities for secondary students to be
awarded transcripted postsecondary credit

Guidance counseling and academic advisement
 Comprehensive guidance for students to make
informed decisions about which POS to pursue

Teaching and learning strategies
 Innovative and creative instructional approaches
which enable teachers to integrate academic and
technical instruction in to program coursework

Technical skills assessment
 Assessments that provide ongoing information on the
extent to which students are attaining the necessary
knowledge and skills for entry into postsecondary
education and careers.
 Leads to industry-recognized credential or
certifications

Regulations and policies
 Federal, state, and local legislation or administrative
policies that promote POS development and
implementation
Sequence of Courses

No fewer than three courses within a POS
leading to a credential
◦ Must be coherent - meaning sequence may
only include those CTE courses with objectives
and content that have a clear and direct
relationship to the occupation(s) or career
targeted program
◦ Include sufficient content to provide students
with the knowledge and skills required for
employment and/or advanced education
training
Requirement of Courses

Be integral to an approved CTE sequence
Be explicitly designed to prepare students
with technical skills that lead to employment
Curriculum and content directly address the
development of career knowledge and skills
Have business and industry involvement in
the development and validation of the
curriculum
Be taught by a teacher meeting the CTE
teacher credential and occupational
qualifications
Requirement of Courses

Lead to stackable credentials that are
industry recognized and transferable.
