Improvements in process
1. Enhanced structure for oversight, coordination,
communication, and management of Capital Projects:



Executive Oversight Committee: High-level oversight over Projects,
reviews status reports from the Programming/Building Committee and
Project Team, sets procurement priorities, approves changes in scope,
evaluates projects, appoints Programming/Building Committee.
Programming/Building Committee: Oversight of major and minor capital
projects , conducts activities during programming/design, assists in
selection of architect.
Project Team: Oversight for day-to-day operations and coordination of
project, includes relevant stakeholders, reports status to Exec Oversight
Committee.
Improvements in process
2. Regular Classroom and Building Maintenance removed
from Master Plan Process:


Regular Maintenance Plan developed and implemented beginning Fall
2012.
No need for submission of requests to Master Plan process.
3. Small Projects Request Process:


Small Projects no longer submitted to the Master Plan process.
Requests accepted year-round, $10K - $50K, submit to VP for approval.

How is your Master Plan Proposal evaluated?
The Master Plan Vetting Team will use
the following criteria divided into four
categories:
Student Success (15 Points)
• Does it enhance or increase educational opportunities?
• Does it improve student support services?
• Does it improve the student studying and gathering
environment?
College Success (15 Points)
• Does the project promote economic development and
or provide jobs in areas where growth is desired?
• Will it reduce time and resources of existing staff and
enhance services?
• Does this promote CNM’s identity in the local, state, or
national environment?
Health and Safety (15 Points)
• Does the project reduce risk to people and
property?
• Does it help promote a feeling of a safe
campus?
• Does it enhance communication that
promotes a safe campus?
Sustainability (15 Points)
• Does it promote long term regulatory
compliance?
• Do resources spent on maintenance of an
existing structure or item justify replacement?
• Does this represent a process improvement?
Compliance
• Regulatory, Accreditation, Legislative and Audit
• Must include supporting documentation
• No Number Value, Isolated for Executive Team if
documentation provided
Does the project represent legislative or other
mandate?
Is the project required as a result of audit findings?
Is the project required as a result of accreditation
requirement?
Does it protect against immediate safety and threat to
CNM?
