Northern Ontario Heritage Fund
Corporation Act
 Bill 116, the act establishing the Northern Ontario Heritage Fund
Corporation (The Corporation), an Operational Government
Enterprise, received royal assent on June 1, 1988.
 As outlined in the Act:
• The Minister of Northern Development and Mines shall be the
Chair of the Board of Directors.
• The affairs of the Corporation shall be administered by a Board of
Directors consisting of not fewer than twelve persons.
• Every Director, except for the Minister, shall be ordinarily resident
in the territorial districts of Algoma, Cochrane, Kenora, Manitoulin,
Nipissing, Parry Sound, Rainy River, Sudbury, Thunder Bay or
Timiskaming.

Current Programs
 In January 2005, the Corporation unveiled its refocused mandate with six new
programs designed to foster job creation and strengthen the economies of
northern communities. In January 2007, the Corporation introduced
enhancements to two of its existing programs –a new energy program and
high speed internet and cellular expansion initiative.
 The Corporation’s current programs consist of the following:
- Enterprises North Job Creation Program
- Youth Internship and Co-op Program
- Young Entrepreneur Program
- Northern Energy Program
- Emerging Technology Program
- Infrastructure and Community Development Program
 Since January 2005, the Corporation under its current programs has supported
more than 1,800 projects by approving over $287 million while leveraging more
than $836 million from its project partners.

Capital construction costs, leasehold improvements,
purchase of new or used equipment/machinery and
intellectual capital that results in job creation in
Northern Ontario.
Repayable Loans

assistance to any one project generally will not
exceed 50 % of eligible capital costs up to $1
million.
Northern Ontario Youth Internship and Co-op
Program
Who is Eligible?
A wide range of both private sector and public sector
employers located in Northern Ontario.
What is Eligible? Co-op placements and internships
•Health Care
•Social Services
•Value Added Manufacturing
•Telecommunications
•Bio-technologies
•Environmental sciences
•Other activities that will result in an economic
development advantage for Northern Ontario

Northern Ontario Youth Internship and Coop Program

Co-op Placements
•Northern Ontario Heritage Fund Corporation funding
generally will not exceed 50% of a wage subsidy to a
maximum of $6.00 per hour to hire post-secondary
students from Northern Ontario.
Internships
•Northern Ontario Heritage Fund Corporation funding
generally will not exceed 50% to a maximum of
$27,500 annually for private sector employers and 90
pe
cent to a maximum of $27,500 annually for public sector
employers to hire recent college and university graduates
from Northern Ontario.

Program

Residents of Northern Ontario 18 to 29 years old
(Inclusive) who are planning on starting their own
business in the North.
Capital costs related to starting a new business
such as office furniture, fixtures and equipment.
Conditional contributions
Northern Ontario Heritage Fund Corporation
assistance generally will not exceed 85% of eligible
costs up to $25,000.
Northern Energy Program
Who is Eligible
Businesses and non-profit organizations.
What is Eligible? Renewable energy planning, renewable energy
capital assistance, new internal generation
projects and energy conservation pilot projects.

Funding
Renewable Energy Planning
•Northern Ontario Heritage Fund Corporation funding generally will
not exceed 50% of eligible costs up to a maximum of $100,000.
Renewable Energy Capital Assistance
•Northern Ontario Heritage Fund Corporation funding generally will
not exceed 50% of eligible costs up to a maximum of $1,000,000.
New Internal Energy Generation Projects
•Northern Ontario Heritage Fund Corporation funding generally will
not exceed 50% of eligible costs up to a maximum of $250,000.
Energy Conservation Pilot Projects
•Northern Ontario Heritage Fund Corporation funding generally will
not exceed 50% of eligible costs up to a maximum of $500,000.

Emerging Technology Program
Who is Eligible
This program has both public and private sector
components.
What is Eligible? •Information and communications technology
Infrastructure
•High speed Internet expansion projects
•Cellular expansion projects
•Centres of excellence
•Film and development production
•Value added products
•Biotechnology and life sciences projects

Emerging Technology Program
Type of Assistance Public sector component provides for conditional
contributions, forgivable performance loans and
repayable loans. The private sector component is
primarily repayable loans.
Funding
Public Sector Emerging Technology
•Generally, up to 50% for capital projects in the form of conditional
contributions, forgivable performance loans and repayable loans normally not to
exceed $1 million.
Private Sector Emerging Technology
•Generally, up to 33% for capital projects in the form of repayable loans
normally not to exceed $1 million. Also, the Northern Ontario Heritage Fund
Corporation may provide up to $50,000 non-repayable contributions for research
and developmental technical projects.

Infrastructure and Community
Development Program
Who is Eligible This program will assist in the provision of essential
and strategic community infrastructure necessary
for the creation of jobs in Northern Ontario.
What is Eligible?
Industrial parks, winter roads projects, waterfront development,
infrastructure projects in support of long term job creation, community
facilities (such as call centres) for economic development purposes,
identifying and preparing development opportunity proposals, and
other initiatives which improve the investment readiness of
communities.

Due Diligence Process
• Applications are initially reviewed by the Northern Ontario Heritage
Fund Corporation’s Executive Director, based on the published
program guidelines.
• All applicants receive a written response from the Corporation.
• Eligible applications are evaluated by Deloitte & Touche (for most
private sector programs), or by staff of the Ministry of Northern
Development & Mines (for public sector and some private sector
programs).
• Committees of the Board review all application evaluations and
make recommendations to the full Board.
