Absentee Voting

Request already on file with you - Usually
consist of
◦ Indefinitely Confined Electors
 In own home or qualified facility
 NO proof for being confined required






Certification is marked on absentee request
“Permanent” status
If a ballot is not returned:
After a General Election, send 30 day notice.
If returned keep voter on permanent list
If NOT returned cancel absentee application (remove from
permanent list!
 These are your absentee requests that need to go out by
the day after the last day to pick up your election
supplies!!!! 47 DAYS BEFORE THE ELECTION!!

Email or through “My Vote”
◦ Request for all elections from today’s date to end of the
year. Last date to request absentee by mail: Oct 30th!
 Only good for one year - until 12/31 of each year

 If a ballot is not returned:
 After a General Election remove elector from
absentee list and send notice within 5 days.
 If returned add them back to the absentee list
 If NOT returned they remain OFF the list!

Absentee ballots MUST be sent out within 24 hours
of receiving a request if voter is registered or sent
proper information to register.
If you have them on file -these would also be
your absentee requests that need to go out by
the day after the last day to pick up your election

Absentee Voting Incomplete or No certification envelope

Examine absentee ballot envelope for any errors. (No
certificate, missing voter signature, missing witness
signature)

Contact the voter to allow for correction:

Do not process or reject uncorrected certificate envelopes
until 8:00 p.m. on Election Day.
◦ Original witness MUST always be present to correct
any incomplete or no certificate errors!

Even if there are “0” votes for a
registered write-in we need to know this
when you call in.

There may even be more write-ins
before Election Day-be prepared.

A registered write-in is NOT considered
a scatterings!

Voter Registrations – GAB 131
• All electors must provide drivers
license or WI DOT issued ID
(REQUIRED if current and Valid!)
• Previous address – Remember
this is still REQUIRED! There
should be some part of their
former address here!
Voter Registration – Cont.
• Electors MUST provide proof of residency to REGISTER to vote.
• May use driver’s license or WI DOT issued ID if it has current address!
• Acceptable proof of residency documents must include voters:
• Name and Current Address
• Poll worker MUST record ALL information for proof of residency
TYPE: Examples:
Utility Bill, Tax Bill, Bank Statement, etc.
ISSUING ENTITY: Examples:
Xcel, Rusk County, Wells Fargo, etc.
PROOF OF RESIDENCY #
• If full document # contains 7 or more digits –
• ONLY use last 4 numbers
• If full document # contains 6 or less digits –
• ONLY use last 2 numbers
**New electors that DO NOT provide proof of residency are not registered and
are NOT able to vote.
* Election officials must sign voter registration application.
* Date completed is when proof of residency was provided.

Election official must record on very bottom of registration:
* Ward number if more then one ward in municipality.
* School District number or name
* County Supervisor District number if more than one in
municipality.
* (City of Ladysmith) Alder number
* All county wide categories do not need to be completed as they are all
the same.
** Municipal Clerks should always review all
voter registrations especially from Election
Day to make sure they are fully complete
when submitted with election materials!

Town Caucus
• Between Dec 1st and Jan 1st
• Town decides the date of the caucus
• Caucus must be held: No sooner than the 1st Tues in January or
later than the last Tues. in January.
• (Between: Jan. 6th and Jan. 27th)
• Public Notice: In newspaper at least 5 days before caucus
• Who Presides: Town chairman/president along with clerk
• As long as chairman/president is NOT a candidate
• Nomination:
• Each office held separately.
• Nomination from the floor must receive a second
Town Caucus Cont.
• Notification to Candidates of Nomination:
• Clerk is responsible for notifying candidates (IN WRITING) of their
nomination.
• Candidates present at caucus:
• Provide prepared notification to candidate
• Prepare a receipt that can be dated and signed by candidate,
they received written notice.
• If candidate is not present: Deliver notice in person or by mail
(should be sent certified mail-to provide the clerk with a
receipt).
Candidates:
Within 5 days after receiving written notice of nomination

Campaign Registration Statement (GAB-1)
Declaration of Candidacy (GAB-162)

Voting Machines:
Due to ballot size ballot may not all print on out on paper trail
after elector casts votes:
ALWAYS have voter hit continue NOT return to ballot!
