is a new facility for
Employees
&
Managers
It is an extension of the “HRMS” computer system
which pays us all and provides vital human resource
information to the County Council

Which lets employees look at, and manage, much of
their own personal information held by the County
Council

MANAGER SELF SERVICE
Which provides Managers with important new facilities
for understanding and managing the people who report
to them

HR Self Service represents a
significant cultural change for both
employees and managers
It follows that we need to introduce it:

Let’s start by looking at some of the facilities which
will be available to you ….

EMPLOYEE SELF SERVICE
First, who will get Employee Self Service?
Employee Self Service is your “window” into the information the
County Council is obliged to hold about you and your job
When the initial roll-out is complete, every employee with
WCC e-mail access will be given Employee Self Service
This will currently mean that around 6,000 employees get it
Eventually, we hope to provide it to even more employees via the
internet and their own computers at home

EMPLOYEE SELF SERVICE
View your
PAYSLIP on line as soon as the payroll has run
No waiting for postal deliveries or internal mail. You’ll get your
payslip much earlier each month
View your payslips for previous months as well. You’ll be
surprised how useful this turns out to be
Print a paper copy for yourself (if you really need it!)
Very rarely, a bank or building society will request an official printed
payslip, and Payroll Department will arrange this for you

View your
PERSONAL DETAILS on line
You will be able to AMEND or UPDATE many of them
Certain amendments will require your manager’s approval, but this
will be handled on-line by the system and its “Notifications”
Changes to your emergency contact details are effective right away

Book Leave on line
You will be able to request all types of leave on line
The system will show you how much you have taken so far this
year and how much you have left
Your manager or supervisor will receive your request on line and
can authorise it of query it. If your manager does not respond within
the allowed time it will be passed to your manager’s manager for
approval.

You will have access to View the information concerning you

Your Address
Contact details
Changes to your Bank details
Phones & e-mail addresses
Name & Marital status changes (needs on line manager approval)
Academic & Professional Qualifications
Languages spoken, read and written
Your Driving Licence details (where appropriate)
Professional Memberships
Gifts & Hospitality offered/received (manager approval)

You can also view your job HISTORY
Your history of jobs/assignments within the council, with dates,
departments, locations, grade changes and status
Your history of absences, including sickness absence, annual leave,
special leave, etc. showing dates, days (or hours) & details
Your manager CAN see this through Manager Self Service
(but your manager already has access to this through the existing systems)

If you have applied for other jobs within the County
Council…
You can view the progress of all your job applications on-line
You can view your history of job applications within the Council
Your manager CANNOT see these

You will receive automatic NOTIFICATIONS by e-mail
For example….
When your manager has approved or queried a change you have
requested
When your leave request has been approved or queried
When your travel or expense claim has been authorised
(NB. Travel
and other claims are not included in this first roll-out of self service – it will be introduced a
little later)

We’ve just described a fairly low-key set of new facilities, designed to
introduce the Self-Service CULTURE and TECHNOLOGY to
employees without introducing too much, too early
The cynic might respond “so what?” but once the culture is in
place we shall be able to introduce more facilities as and when they
become appropriate
These are things like on-line claims and travel entry, on line training
course and seminar bookings, and the like. These are things which
will provide real benefits to employees and council alike.

What’s in it for the County Council?
Well, here’s just one example….
Once an employee is getting payslips on line, production
of printed payslips can cease for that employee
(except in certain special circumstances)
This represents a huge cost saving and efficiency improvement for
the Council
In turn, this helps to protect services and jobs
And it’s far better for the environment
It also means you’ll see your payslip several
days earlier

EMPLOYEE SELF SERVICE
How will I know when the Self Service facility is
available for me to use?
We are rolling it out directorate-by-directorate, starting with
Resources, then P&D, then the others one by one
You will receive an email before it is available which directs
you to a brief on-line self-instruction course
You will then receive another email with your Self Service user name
and password as soon as the facility is available for you
You will be requested to change your password the first time you
log on to Self Service. Security is important, so do not share this
password with anyone.

How does Self Service know who my manager or
supervisor is?
Self service holds something called a “Supervisor Hierarchy”
which tells it who reports to whom
The supervisor hierarchy is initially set up by HR departments
Self Service uses this hierarchy to control who sees what,
who can do what, and who authorises what.

What happens if my manager does not respond to my
request or claim?
There might be a number of perfectly valid reasons for this such as
manager’s illness, manager on leave, etc
If your manager does not respond within a set period (currently
set at 7 days) your request will automatically be routed to your
manager’s manager for action
You will receive a Notification from Self Service when your request
has been approved (or rejected or returned for further information)

EMPLOYEE SELF SERVICE
Is it difficult to use?
It’s very easy and very intuitive
Lots of organisations, including quite a few local authorities,
have already provided HR Self Service for their employees
After a brief period of uncertainty, most employees really like it
It soon becomes a regular feature of their working routine
We have a dedicated HRMS Support group who can help you by
phone or e-mail
Once you’ve used Self Service, we think
you’ll like it!
