GNSS Regional Plan - Concept (1/4)
GNSS Regional Plan defines:
>A shared Euro-Med Plan for the progressive introduction and development of GNSS
services in the MEDA area
>In next 5-10 years, through EGNOS towards Galileo
>and for various user/application domains, in the transport and non-transport
domains, for safety-related and non safety-related uses
Targeted Audience: MEDA Decision-makers

GNSS Regional Plan - Concept (2/4)
IMPORTANT!
The GNSS Regional Plan is conceived as a Euro-Mediterranean shared
implementation of GNSS services in the MEDA region:
It addresses policy and institutional measures, as well as technical, market
and financial issues.
It is discussed by Mediterranean countries and will form the basis of a
common approach to:
The development of GNSS services in the region
The identification of investment opportunities in the perspective of EGNOS
(short-term) and Galileo (long-term)

Diagnostic phase - Present status and needs at regional, sub-regional and
national level, obstacles and enablers, opportunities, trends and existing
strategies “in support of”

Classification phase - Defining measures and actions per country, at regional and
sub-regional levels
3.
Financial phase - Evaluating costs related to measure and action, social and
economical benefits generated by the use of EGNOS - now - and Galileo - in the
future
4.
Prioritisation phase - Setting priorities for measures and actions, plans per
country, at regional and sub-regional levels (timing at 5-10 years)

Questionnaires:
Various questionnaires as effective way to interact and gather inputs from MEDA actors
Different questionnaires targeted on specific information:
>Questionnaire on the existing and planned infrastructures to gather information for
D01/D03, circulated at early stage of the project
>Questionnaire to gather GNSS service requirements versus regional needs for D02,
circulated at early stage of the project (it will be re-circulated to the MEDA actors
involved in the GNSS service demonstrations)
>Questionnaires on different markets for the GNSS Regional Plan circulated and used
for forum establishment
Three steps:
1. Questionnaire circulation using the METIS PoCs via email
2. Collection and analysis of answers
3. Dedicated interviews, in case necessary

Base of the Forum are the Civil Aviation and Maritime GNSS Regional Plan
