Preamble
Since time immemorial, the people of Uukwaluudhi enjoyed the benefits of the nature,
which was blessed with abundant game and other natural resources. The colonial
administration, and the concomitant war of liberation have deprived the people of enjoying
these benefits as the associated by activities led to killing and disturbance of the wildlife
and the destruction of natural resources.
The government of the independent Republic of Namibia has put enabling policy
instruments in place by means of which the, hitherto neglected communities in communal
areas could accrue economic benefit from their wildlife resources. It is on the basis of such
policy that the people living in Uukwaluudhi wish to establish a conservancy in terms of
the Nature conservation Ordinance (No. 4 of 1975) as amended by the Nature Conservation
Amendment Act of 1996 in order to:
1. Enable its members to gain the rights to sustainably manage and utilize wildlife and to
retain the income derived from sustainable and management and utilization.
2. Improve the welfare of its members by linking Nature Conservation to development,
thereby providing incentives to members to sustainably manage their own natural resources
and
3. Improve the welfare of its members through acquisition of exclusive rights to develop
tourism accommodation and guided tours within the boundaries in the Conservancy.

The goal is to establish a conservancy in Uukwaluudhi area for educational and economic
benefits for all the people of Uukwaluudhi.

1. To create an environment conducive to the return of game to the Uukwaluudhi area.
2. To manage Uukwaluudhi's wildlife and other natural resources in accordance with an

communities of the Uukwaluudhi area.
3. To protect Uukwaluudhi's wildlife and plants for future generations of Namibians,
particularly those living in the area.
4. To develop tourism and craft enterprises in the conservancy in order to generate
income for management of the conservancy and for the benefit of the communities.

Management plans are evolving documents! The Uukwaluudhi Management Plan is structured so that changes,
additions, etc. can be made. Incomplete data or information will not delay the production of various
drafts/editions. Successive versions of the Management Plan will be progressively numbered:
e.g. Version 1.0; version 1.1; etc. …….. for minor changes
Version 2.0; version 3.0; etc. ……. for significant changes”
