A SURVEY CARRIED OUT BY REGIONE PIEMONTE…
Generally positive evaluation of cooperation experience
Interest in working together, approaching different contexts, acquiring
know-how and developing new methodologies and tools
Achieved results judged in line with initial expectations and objectives
Main positive findings: opportunity to enrich working methodologies
and knowledge, cooperative spirit among partners
Main negative element: complexity and rigidity of administrative and
financial management procedures
A broad majority declared the will to play a role also in future programme
Requirements for new programming period: simplification of
administrative and financial procedures, stronger support by programme
management bodies in project designing and managing

Aim: to contribute to integrated territorial development
Thematic priority areas (art. 6 ERDF Regulation):
Innovation (the creation and development of scientific and technological networks, and the
enhancement of regional R&TD and innovation capacities, where these make a direct contribution to the
balanced economic development of transnational areas)
Environment (water management, energy efficiency, risk prevention and environmental protection
activities with a clear transnational dimension)
Accessibility (activities to improve access to and quality of transport and telecommunications
services where these have a clear transnational dimension)
Sustainable urban development (strengthening polycentric development at transnational,
national and regional level, with a clear transnational impact)

PROGRAMMING PROCESS
Start up: beginning 2006
Task Force (programming process coordination) and 3 Working Groups
(Programme contents, Financial issues, Structures and procedures)
Ongoing contacts with European Commission
Complete draft produced published on the website on August 14th (public
consultation)
Task Force will approve the Operational Programme on October 20th
Submission to European Commission at the end of November
EC Decision expected early Spring 2007

Overall strategic goal
Increasing competitiveness and quality of life by developing strategies and instruments
in areas where transnational cooperation is required for sustainable solutions
5 Programme objectives
to support a balanced social, economic and spatial development by taking advantage of the
potentials of the territory, fostering innovation and enhancing territorial cooperation
to improve the accessibility of the Alpine Space and manage its economical and
environmental consequences
to improve connectivity within the Alpine Space through the development of communication
and mobility solutions and better accessibility to services
to maintain and use the assets of the natural and cultural diversity for sustainable growth
to prevent natural and technological hazards and to manage their consequences, with
special regard to risk management and climate change impacts and to a sound management
of water resources and promotion of renewable energies

concrete results, i.e. to build something together (e.g. policy
coordination, common tools and strategies), no “study projects” or
exchange of experience only
involvement of relevant decision makers and direct impact on
regional/local policies
complementarities and synergies with other funds/programmes
