Roadmap to a Single European Transport Area –
Towards a competitive and resource efficient
transport system

The White Paper does not fully discuss key issues
related to accessibility and mobility of people
The White Paper ignored the issue of budget and
nonbudget resources for the EU transport policy
and transport infrastructure, and in this context
supports the proposal for the adoption of
European loans and Eurobonds as the main
instruments for financing the necessary transport
infrastructure
Numerous investments in infrastructure - a destination:
multimodal transport network
•
need not only to finalize the construction of motorways,
but also to provide capacity (widening of existing
highways)
•
upgrading the existing rail network and the construction
of new lines => high-speed railways
•
expansion and modernization of major airports and
seaports and their inclusion to the network
•
transfer of 30% of freight from road on distances> 300 km
to the other branches => neglected inland waterways
neglected investment



This network will have to be equipped with
safety systems, management and traffic
control
It means the expenditure of hundrends of
billions of zlotys
EU total expenditure on infrastructure
investments up to eur 1.5 trillion eur by 2030

Change of bad practices in spatial planning –
supressing of „pouring out” of the cities
Maintaining and developing of the positive
trends in the use of rail transport (the
transport of goods and passengers) and the
collective public transport in cities
Investing in greener forms of transport and
ecological combustion engines (Euro 4, Euro
5, Euro 6 standards)
