Needs Assessment - A Tool
Conducting a needs assessment is a
process for identifying programmatic
needs that must be addressed by
curriculum planners. It can be done
in two ways…
Two Types of Needs Assessment
Needs Assement Tools
Percieved Needs Approach
Ask:teachers, parents and students
Advantages
Little time
Little effort
Expression for people
Disadvantages
limited in nature because the
focus is concerend
with perception and not fact
Data Collection
Test data (SOL)
Classroom observations
Examinations of instructional materials
Advantages
Use of data that is already around
A more in depth study
Disadvantages
Large amounts of facts to plow through
More Time
Generic Steps of Needs Assessment
 Planning to plan. (Evaluating your resources)
 Goals- (Important to have a sense of direction)
Derivation ValidationPrioritization Translation
 Stop and overview performance objectives
 Goals – reprioritization  futuristic input rerank
 Select testing instruments (SOL’s are just one)
 Collate data gathered
 Develop initial gap or need statements
 Prioritize and publish gap statements
Post- Needs- Assessment Steps
 Interpolate gaps – fix the gaps at the correct levels
 Implementation strategies
 Reassess gaps via feedback
 Repeat steps of Needs Assessment continually
In summary
The curriculum worker should conduct
systematic needs assessments to identify
gaps and/or discrepancies between desired
and actual student performance.
