Background/Rationale
• The Program Monitoring and Evaluation
Division of the Department of Agriculture
has “primary responsibility and authority
for the design and participatory,
coordinated and inter-linked execution of
the Program Benefit Monitoring and
Evaluation System (PBMES) for the
Agriculture and Fisheries Modernization
Plan, the Department and the agricultural
and fisheries sector.”
Goal and Purpose
• It is envisioned that better services
provided to farmers and fisherfolk by the
Department of Agriculture (DA) would
contribute to increasing their income
• The implementation of a PBMES would
bring about improvements in the delivery
of services by the Department of
Agriculture (DA)
Objective of the Plan
• To develop a Program Benefit Monitoring
and Evaluation System (PBMES) for the
Department of Agriculture by December
2004
