• Promote regional dialogue and cooperation to share and replicate innovation and best practices through counterpart exchange and agency cooperation • Expand and strengthen member-to-member cooperation • Facilitate partnership between agencies that strengthen Member capabilities in line with the AECEN Regional Principles

KEY LESSONS FOR EFFECTIVE TWINNING
• Important to understand mutual partner interests, priorities and resources • Relationship management and facilitation are critical at all twinning stages • Remain flexible and focused on selected topics • Limiting timeframe (12-18 months) leads to improved results • Essential to incorporate cost-sharing to build ownership and promote adoption and/or replication • Important to implement different programming tools • Be opportunistic in initiating and launching new partnerships
