NEED FOR PROJECT 5 Points (recommend 3 pages)

Defining the Need     Be clear about why there is a need to immediately fund your AIVR project. Assure you have the best solution to the needs and problems defined.

Keep in line with your objectives.

Understand and use the funder's language and terminology.

(a) Need for Project  The Secretary considers the need for the proposed project based on the following factors: 1. The magnitude of the need for the services…the activities to be carried out… 2. …specific gaps or weaknesses in services, infrastructure, or opportunities…the nature and magnitude of those gaps or weaknesses.

Selection Criteria (a) 1 The magnitude of the need for the services to be provided or the activities to be carried out by the proposed project.

Magnitude of Need  WHY you must provide AIVR services that will enable American Indians with disabilities to achieve employment outcomes.

Population Description     How large is the population?

What percent are persons with disabilities?

Describe the geography Who will you be serving?

   Where do they reside?

Who are they?

How large is this population?

Data   Regional   Number of tribal members with disabilities and list common disabilities.

Number of tribal consumers being served by State VR   Frequency of contacts between State VR and Tribe Other resources Local Data  Types of disabilities among tribal members  Available employment opportunities  Anticipated or Current Caseload of AIVR consumers

  Why is your Tribe concerned about the need to prepare tribal members with disabilities for employment?

What are the barriers to employment outcomes?

 Limited employment opportunities on or near the reservation.

 Need remains from previous tribal VR grant funding.

Selection Criteria (a) 2 The extent to which specific gaps or

weaknesses in services,

infrastructure, or opportunities have been identified and will be addressed by the proposed project, including the nature

and magnitude of those gaps or

weaknesses.

Barriers to VR Services  Tribal members are greatly underserved and underrepresented in State VR  State VR services are not culturally relevant

Other barriers, gaps in services, or infrastructure  Transportation  Limited employment opportunities  Inaccessible facilities (work, home and recreation)  Limited financial resources  Lack of understanding or knowledge about disabilities as an impediment to employment

Impacting the Need  Describe how your project proposes to impact the need  Example  XYZ Tribal VR will provide services to at least 100 Native Americans with disabilities living on or near the reservation. This is more than 3 times the number of Tribal members currently served by State VR…
