Development means that everyone is able to
achieve their full potential, and lead productive
and creative lives with dignity according to their
needs and choices, whilst fulfilling their
obligations and realizing their rights.

Ensure that disaster risk reduction is a national and a
local priority with a strong institutional basis for
implementation.

Complex Process shaped by two sets of overlapping
processes:
1) Intergovernmental process
emanating from June 2012 Rio
+20 conference and
2) The UN Secretariat led “post2015” process; this includes
national , regional and thematic
consultations as well as the UNSG’s
high level panel of eminent person
(SG HLP)

1. Reducing risks and strengthening resilience
Disasters must be
included in the post2015 agenda.
The follow up to the
Hyogo Framework for
Action should be
incorporated.
Inequalities in the
impact of disasters
must be addressed.
The local level aspects
of Disaster Risk
Reduction must be
adequately prioritized
and funded.
Strengthening
resilience is key to the
disaster risk reduction
agenda.
Effective adaptation to
climate change, “Two
billion tree planting
and caring
programme”.

2. Food security
IFRC engagement and
contribution based on its
adopted policy and
aligned with Strategy
2020 could include:
Multi-sector integration is
required to reduce
vulnerability to food and
nutrition insecurity.
The right to food and the increased
vulnerability of households to food
insecurity as a result of disasters should
be recognised and be given sufficient
attention.

Availability, access to and
utilisation of food must be
improved.
Given the increasing risks of climate
change and desertification, the
international system should be prepared
to respond to large-scale food insecurity.
The IFRC network aims to scale up its food
security work.

3. Healthier Lives
Achieving Universal
Health Coverage should
thus be a goal for all
countries.
Contribution of
volunteers in preventive
and promoting health
among the most
vulnerable communities
can be increased and
contribute to Universal
Health Coverage.
“Health in all policies”
should be adopted as a
principal
Communities in rural areas and urban settlements must
be empowered to increase their resilience, improve
health and increase productivity through access to
improved sanitation, safe water and effective hygiene
promotion

4. Water and Sanitation
We see water and sanitation as
being part of health and would
continue to advocate for that
linkage.
Access to affordable and
sustainable sanitation and safe
water is a recognised human right
and a question of human dignity.
Communities in rural areas and
urban settlements must be
empowered to increase their
resilience, improve health and
increase productivity through
access to improved sanitation, safe
water and effective hygiene
promotion.
Sanitation activities should be of at
least as high priority as water
supply, reflecting the present
imbalance between sanitation
coverage in relation to safe water
access.

Next Steps….
At global level – Using our observer status at the UN to
directly influence the debate linking up with states and agencies
who are ready to prioritise common positions.
2.
National Societies – influence debate at the national capital.
It is the states that will ultimately decide the post 015 agenda.
