In fact with all the current government legislation in place (and plenty more on its way), no business can afford to sweep their carbon responsibility under the carpet tiles. A qualified and registered Low Carbon Consultant has been certified as competent to minimise energy use and carbon emissions from buildings both in design and operation and are able to go beyond the current legal minima in improving the energy performance of both new and existing buildings. Amongst other things, a Low Carbon Consultant can: • • • • • • • • • Establish, implement, maintain and improve an energy management system Development of processes and procedures Improve energy performance in a systematic way Ensure that it conforms with its stated energy policy & demonstrate such conformance to others Confirm Part L2A Compliance against all 5 compliance Criteria Advise on energy efficiency and conservation. Advise on and design low carbon and renewable technologies. Use passive design technologies to make the best use of shade and natural ventilation. Deliver the information needed to manage the building effectively and ensure that it continues to perform to its design intent after handover BREEAM CEADA is a BREEAM Licensed Assessor Company. BREEAM is the world’s foremost environmental building assessment method and rating system for buildings, with 200,000 buildings holding certified BREEAM assessment ratings and over a million registered for assessment since it was first launched in 1990. BREEAM sets the standard for best practice in sustainable building design, construction and operation and has become one of the most comprehensive and widely recognized measures of a building’s environmental performance. BREEAM uses a straightforward scoring system that is transparent, easy to understand and supported by evidence-based research – the categories are: PASS – GOOD – VERY GOOD – EXCELLENT - OUTSTANDING ESOS – Energy Savings Opportunity Scheme ESOS is a new government scheme designed to address energy consumption for buildings, operational processes and transportation. The scheme is mandatory to organizations that meet the participation criteria and its principle underlying aim is to highlight where and how savings can be made to the benefit of building owners, occupants and the wider society. The scheme is currently aimed at ‘large’ undertakings which include those who employ 250 or more people or who have a turnover of more than €50m and a balance sheet exceeding €43m on 31st December 2014. Smaller businesses may be included if they are part of a larger organizational group. The business must carry out an audit of at least 90% of its total energy usage for a 12 month consecutive period which should include the qualification date in order to ensure the data gathered is up to date. Confirmation of compliance must be reported to the Environment Agency no later than 5th December 2015. The audit can only be carried out by a qualified Lead Assessor such as CEADA and the first report must be lodged with the Environment Agency by the 15th December 2015. Further audits will be lodged in 4-yearly cycles. BREEAM Domestic Refurbishment & Retrofit The BREEAM Domestic Refurbishment scheme is designed to assist building owners and occupiers to save operating costs whilst also reducing the environmental impact of refurbishments. The BREEAM Non-Domestic Refurbishment scheme is expected to go live towards the end of 2014. The scheme can help planners, regulators, building owners and asset managers including Social Landlords, to set standards for dwelling refurbishment whilst also providing a market-focused label for more sustainable and higher quality refurbishments. It is designed for use when refurbishment packages and specifications are being designed and developed. It guides refurbishment design by identifying sustainability issues which should be considered. It demonstrates environmental credentials to clients and tenants as well as funding and planning authorities. The scheme is designed to help tackle fuel poverty and reduce flood, fire and security issues. Furthermore it aims to enhance the health and wellbeing of dwelling occupants. Code for Sustainable Homes The Code for Sustainable Homes was introduced 7 years ago as the national standard for the sustainable design and construction of new homes aiming to reduce carbon emissions and create homes that are more sustainable. The recent Housing Standards Review has resulted in the gradual winding down of the Code with final changes being implemented n the autumn of 2015. However, existing projects will still need to be completed as per Planning Consents and as such CEADA are fully accredited to provide PreAssessment, Design Stage and Post Construction Assessments. The Government has proposed 5 new core standards with many of the original Code for Sustainable Homes requirements being consolidated into Building Regulations. As yet it is not clear how these changes and new standards will be delivered. The proposed standards are: • Security • Space • Age friendly housing • Wheelchair user housing • Water efficiency EPC – Energy Performance Certificate If you are selling, renting or building commercial property you are required by law to procure an EPC prior to any marketing - although there are a few exceptions. The EPC records how energy efficient a property is as a building and provides A-G ratings, similar to the labels provided with domestic appliances such as refrigerators and washing machines. They are produced using standard methods and assumptions about energy usage so that the energy efficiency of one building can easily be compared with another allowing prospective buyers, tenants, owners, occupiers and purchasers to see information on the energy efficiency and carbon emissions from the building. An EPC is always accompanied by a recommendation report that lists cost effective and other measures (such as low and zero carbon generating systems) to improve the energy rating. An EPC is valid for 10 years unless a newer EPC is produced – perhaps as a result of changes made to the building. DEC - Display Energy Certificate All buildings with a total useful floor area over 500m² owned or occupied by public authorities or institutions providing public services to a large number of people and visited by these people are required to clearly display an energy certificate. Display Energy Certificates show the actual energy usage of a building, and help the occupier and the public see the energy efficiency of a building. This is based on the energy consumption of the building as recorded by gas, electricity and other meters. A DEC is always accompanied by an Advisory Report that lists cost effective measures to improve the energy rating of the building. A DEC is valid for one year for buildings of 1,000m² and requires annual renewal. The accompanying Advisory Report is valid for seven years. However, for buildings between 500m² and 1,000m², the DEC is valid for 10 years and does not require an Advisory Report. SAP - Standard Assessment Procedure The Standard Assessment Procedure (SAP) is adopted by Government as the UK methodology for calculating the energy performance of dwellings and is required in order to comply with Part L of building regulations. SAP works by assessing how much energy a dwelling will consume and how much carbon dioxide (CO2 ) will be emitted in delivering a defined level of comfort and service provision, based on standardised occupancy conditions. This enables a like for like comparison of dwelling performance. The SAP rating is expressed on a scale of 1 to 100, the higher the number the lower the running costs. SBEM – Simplified Building Energy Model The Simplified Building Energy Model (SBEM) is both a calculation methodology and a software module; it is provided by the UK Government as one of the approved ways of generating Energy Performance Certificates (EPCs) for non-domestic buildings. It is also an approved way of demonstrating compliance with the requirements of Part L of the Building Regulations in England & Wales SBEM demonstrates compliance by providing an analysis of a building’s energy consumption. It does this by calculating monthly energy use and carbon dioxide emissions and comparing these with a comparable ‘notional’ building. SBEM is also used to assess a non-domestic building’s suitability for Green Deal loans. New commercial, industrial and retail buildings must have an SBEM certificate to comply with building regulations PL2A. PL2A is one of the four elements that make up Part L of the Building Regulations – Conservation of Fuel & Power in buildings other than dwellings. A Design Stage SBEM calculation is required to be submitted to Building Control before any work commences on site and a second submission is required within 30 days of completion of the building. The second calculation will include any changes made between the Design and Construction stages along with results of an air permeability test. Energy Statements, Audits & Reports Sustainability Statement CEADA has considerable experience in delivering bespoke sustainability statements which may be a pre-planning requirement or a condition of the consent. Every authority is different and our clients will typically need to satisfy a specific local sustainability policy. The considerations covered typically include energy use, water efficiency and biodiversity . Energy Statements Many planning departments also require an energy statement to be submitted alongside an application often forming part of the Design & Access Statement. The Statements shows how the development complies with national or local renewables policies and how the development reduces energy requirement and CO² emissions. An Energy Statement is intended to be an accurate and true working document containing SAP or SBEM calculations. Energy Audit and Report An Energy Audit is an inspection, survey and analysis of energy consumption used by a building. It is intended to identify the sources of energy use and provide an action plan aiming to reduce the amount of energy input into the system, providing cost effective savings without negatively compromising operations, comfort, health or safety. Local climate criteria, thermostat settings, building construction and solar orientation will be considered alongside actual energy consumption over a given period alongside calculations outlining the impact of potential improvements or recommendations.
