Eligibility
• Who is assessed with TELPAS?
– All ELL students in grades K through 12 who are classified as LEP
in the PEIMS system including those who have a Parental Denial for
ESL/Bilingual services
– Required to have annual assessment on a domain-by-domain
basis and thoroughly documented in the student’s IEP by the ARD
and in the student’s permanent record by the LPAC

Eligibility – Don’t Overlook Anyone
• All students will likely be assessed in at least one domain.
• Some Special Education students might not participate in the
Writing Collection or the Reading test, but they can be assessed in
Listening and/or Speaking
• Very few students will be exempt from all domains by the
ARD/LPAC committees, but even those students must be entered
in a Rating Group and a Reading Test Session in order to be
marked as exempt.
• All ELL students must be accounted for in TAMS for the TELPAS
submission. All ELL students must be in a Rating Group and a
Reading Test session, even if they are marked not rated/exempt.

Students Precoded for TELPAS
• District will submit a file for all ELL students enrolled as of
January 15, 2015. Students on this file are precoded or
“registered” for TELPAS at your campus
 Students who enrolled after January 16 will have to be
registered for TELPAS

Student Tutorial Information
• Note: The TELPAS Online Reading Test Student Tutorials are
available for Spring 2015.
• Make sure students who have never or seldom tested online
have the opportunity to review the tutorials. This should be
done before testing day, if possible.
• Test Administrators should also experience the student
tutorials so they will be familiar with the tools available to
students should examinees have questions during the test.
• Access the tutorials through the Texas Assessment
Management System Resources page at

• Student Reading Test Tutorials are available for:
– Grade 2
– Grade 3
– Grades 4-5
– Grades 6-7

Online Reading Test Practice
• Advantages of tutorials and practice released tests:
– Helps students become familiar with the TELPAS
reading browser-based testing interface and the
tools available
– Helps students become familiar with the variety of
test item formats (i.e., stand alone items, cloze
passages, and reading passages with multiple
pages)
• 2010 TELPAS Reading Released tests are also
available. They have been updated to browser-based
version of TestNav and are available at
www.texasassessment.com/TELPAS/released-tests/

Administration Directions for Student Tutorial
• Review the Tutorial Test Administration
Instructions prior to working with your
students
• Tutorial Administration Directions must be
printed BEFORE students begin the
tutorial, or must be viewed and read from
a separate computer. When TestNav is
running the tutorial, you cannot access
the administration directions.
• As with the TELPAS Reading
administration directions, the tutorial
administration directions are designed to
take into account the difficulties that
some ELLs may have understanding oral
directions in English, as well as some
students' limited experience with
standardized testing. .

Creating/Editing Users in TAMS CONTINUED
• Login to TAMS
• Go to Administrator Management at the top of the Main Screen
• Select: View User Accounts, then New User
• Create a User ID and enter the user’s email address.
– Confirm correct email address in PISD Outlook
• Select the role(s) you wish the User to have
• Select the campus the User must access
• An email will automatically be sent to the User so they may log in and create their
password

General Information, DCCM p. T-3
• Multiple-choice online Reading tests in six grade clusters:
– Grade 2
– Grade 3
– Grades 4–5
– Grades 6–7
– Grades 8–9
– Grades 10–12
• Administered in the TestNav 7 format
• Accessed from the Texas Assessment Management System
(TAMS)
In rare circumstances, a paper administration of a Reading test for grade
2 or above may be authorized by TEA. Contact Norma Razo, ext, 78156,
to order paper test materials. These requests must be submitted by
Friday, February 20. JJAEP and Homebound students will use paper tests.

Creating Reading Sessions, DCCM pp. T31-32
• By March 13, create Reading Test Sessions
– Reading Test Sessions must be created before students can log in to
TestNav to take a test
• Go to the Manage Test Sessions page on the Test Management tab on
the Home page
• Click on “New Session”. Be sure to click on SAVE after entering date,
and location information (or after editing session)

Adding/Removing/Moving Students in Reading Sessions
• Go to Test Management>Manage Test Sessions>Session
Details
• Click on the student’s name to add, remove, or move them in
to or out of a Reading Session

Starting and Stopping the Reading Test
• Tests are started when the Test Administrator starts them – it
does not matter what time or date you enter on the Test
Session Details screen
• Once the Session has been started by the Test Administrator,
the students can log in and start testing
• Students taking breaks or lunch must “Exit” the test.
• Test Administrators will “Resume” a student’s test when the
student returns from break/lunch
• Once the student completes the test, it will automatically be
scored when Final Submit button clicked at end of test
• If student does not take or complete the Reading test, a “do
not score” designation must be selected when marking the
student’s test complete
• Accommodation Type 1 and Type 2 are collected for TELPAS –
Accommodations can not be entered until the student has
completed testing

Verify Score Codes for Gr. 2–12 Reading Test
• There is no need to indicate that the Reading test must be “scored”
• If student doesn’t take or complete the test we must mark the test
“Complete” and tell the system why the Reading Test will NOT be scored
score
– Select a “Do Not Score” option
– A = Absent
– X = ARD Decision
– O = Other Student Not to Be Score
– Mark Test Complete – use if you selected a “Do Not Score” Code
– Student forgot to click the “Final Submit” button and exited out of the
test, i.e. student will NOT resume the test
– Student exits TestNav and will not resume the same test
– Student has never logged in to a test and will not have another
opportunity to test within the administration but must be accounted
for
– Do NOT Mark Test Complete if student:
– Is absent and will be rescheduled to test
– Accidently logs in as another student (call Pearson for assistance)

• You may select to Add Students, Remove Students, or Move Students here by clicking on the box next
to the student’s name and selecting a function
• The Edit button will allow you to change the name of the Rating Entry Group
• If you select the Move button, this is the screen you will see:

Ensure Submission of Holistic Rating Information, DCCM pp. T39-41
• Holistic Ratings and Rater information entered from the
TELPAS Student Rating Rosters for grades K–12 ELLs
• A student must be placed in a Rating Group in order to
enter ratings and Rater information
• Always compare your Student Rating Rosters to the
students added to Rating Groups to make sure you are not
omitting any students who must be rated
• District date for completion is March 27
• Information can be entered or updated at any time during
the Verification Window on April 9 and 10. (REMEMBER:
Closes at 7:00 p.m. exactly on April 10)

Enter Ratings and Rater Information
• Go to TELPAS Holistic Ratings, then Enter TELPAS Holistic Rater
• Click on the “+ “symbol next to the group for which you wish to enter ratings
• Select a student and enter the student’s ratings and the Rater’s Information
• Make certain to click on SAVE once you have entered your rating information for
each student

– A. What is the relationship of the Rater to the Student?
– B. Did the Rater collaborate with others familiar with the student’s
progress I learning English?
• All of the information entered on the Student Details screen is
recorded on the Student Rating Roster
• After entering the Ratings and Rater Information, click Save
• Raters, Coordinators, or Rating Entry Assistants can enter

• This report allows you to see if TELPAS Holistic Ratings have been
completed. Information can also be downloaded to an Excel
spreadsheet, if desired.
• The Holistic SNAPSHOT report summarizes the information by Rater
Entry Group as another method to track Rater entry progress.

Final Data Verification Window, DCCM, p. T42
• TELPAS window closes Wednesday, April 8, but PISD
strongly recommends completion by April 2 (Note that
April 3 is Good Friday Holiday). If you wait until the end of
the window, TAMS is very slow due to the high volume of
users
• If NEW students enroll through April 8, you must
administer the Reading test if they have not taken it
• Verification window closes Friday, April 10 at 7:00 p.m.
– Allows districts time to verify completeness and accuracy of
student data before scoring begins
– If during verification process it was discovered a student was not
tested, the student must be tested during the verification
window
The verification window will end at 7 p.m.
(CT) on Friday, April 10.

scratch paper, or turn paper pages if
testing on paper)

– Reading assistance - NONE allowed! No reading

allowed (Test Administrator can translate test
directions)
– Rephrasing or clarifying test content and selections
– NONE allowed

• NO Braille TELPAS Reading Tests are available
• Paper Administration only – Large Print, transcribing;
Supplemental Test Administrator Instructions for Paper
Administrations will be posted to the TEA Website soon
A student approved by TEA for a paper administration of
a TELPAS reading test will also need to be placed in a
rating entry group so that holistic ratings and other rater
information can be entered in the Assessment
Management System. Ratings and Reading test
responses cannot be submitted on a paper answer
document.

before and during the TELPAS window. Depending upon the date
of enrollment , determine what TELPAS assessments must be

How to Determine if a New Enrollee has Taken
the Reading Test at the Previous PISD Campus
• Go to Student Data, Manage Student Directory > Search for
student > Update enrollment to your campus
• Go to Test Management > Register Students > Search for
Student > Click student’s name > Go to Assigned Tests Tab >
Click on Reading test
• If student already took Reading test, it will indicate the test was
“Completed”
• If student has not tested, Click the MOVE TELPAS Test button.
Select your campus to move the student’s Reading test
assignment to your campus
• If you cannot MOVE the student’s Reading test to your campus,
contact the sending campus and ask them to remove the
student from the Reading Test Session.

MOVE TELPAS Test, CONTINUED
• Only the Reading Test can be moved with the
Move TELPAS Test button
• Ratings that are assigned to be completed by one campus
cannot be moved to another campus with the Move
Test button
• The sending campus MUST remove the test assignment
for Ratings BEFORE the receiving campus can add the
assignment for Ratings at the new campus
• Note that you cannot remove a Reading test assignment
or a Ratings assignment at a campus if the student is
assigned to a Reading test session or assigned to a
Rating group.
– To remove a Reading Test assignment, first remove the student
from the Reading Test Session
– To remove a Ratings assignment, first remove the student from
the Rating Group

Campuses will Move Test Assignment for Students Transferring
Within the District
• Campuses will coordinate moving Ratings assignments
and Reading Test assignments for in-district moves.
• To REMOVE a student’s Ratings and Reading
Test assignments from your campus:
– Remove student from the Rating Group and/or
Reading Test Session
– Remove Test Assignment(s)
– NOTE these same steps must occur if your student
withdraws to attend an out-of-district campus
• To ADD a student’s Ratings and Reading Test
assignments to your campus:
– Enroll the student, go to Assigned Tests and MOVE
