Equalities and Classifications Framework (EQ-CL)
• The EQ-CL Framework document is intended to support
the guidance for each of the new data collections:
– SAR;
– SALT;
– ASC-FR.
• It establishes a set of data ‘standards’ and timeframes
for the collections. It is not a data collection.

Short and Long Term Support (SALT)
Replaces RAP and ASC-CAR for 2014-15
• The SALT data collection comprises two main sections:
• STS Measures
• Requests for support and sequels to those requests
• Short term support and sequels;
• LTS Measures
• Long term support provided to clients and carers
• Reviews of that support
• Tracks customer journeys through the social care system.

Adult Social Care – Finance Return (ASC-FR)
• Replaces PSS-EX1 for 2014-15
• Collects data on a range of key topics
• Includes ‘bridging data’ to support the transition between
collections
• Uses the EQ-CL

Safeguarding Adults Return (SAR)
• Updated for 2014-15 to include Primary Support Reason and
Reported Health Condition
• SAR and DoLS groups continue to meet by teleconference to
consider any queries

Funding in 2013/14 for implementation
• Central government departments are required to assess and fund all
new burdens on local authorities.
• Further to the Impact Assessment, the new burdens of changes to
collections outlined in this letter have been assessed by the
Department of Health.
• One-off funding will be made available to local authorities for 201314 to enable preparatory work for 2014-15 and will be issued to local
authorities by the Department.

Action to take now
• Consider the guidance and pro-formas launched for
2014-15 and discuss with colleagues, system supplier
groups etc
• Determine which aspects of implementation can be
started during 2013-14, with a view to both providing
mandatory returns for 2013-14 and maximising data
quality for 2014-15
• Volunteer for the on-going stakeholder groups and/or
apply for a part time secondment with the HSCIC
• Send any queries to the HSCIC for consideration by the
groups

• Look at guidance documents to see suggested
preparations in 2013-14
• We will soon develop some case studies to show how
some councils have started to prepare
