The Commission has to take appropriate steps to ensure that the principles of sound financial management are being adhered to in all cases. Implementation of the budget is only delegated to Member States (shared management) or third countries (decentralised management) if the Commission is satisfied that the countries in question will implement the budget in accordance with the rules in force and with the principles of sound financial management and that a clearance of accounts/financial correction mechanism is in place to correct potential irregularities.
