1.
The Credit Crunch in SE London
Falls in house prices are expected but are only partially
apparent.
No significant increase in repossessions so far, but they
too are expected.
Major slow down in development with many sites now
mothballed.

2. New London Mayor
Different approach and style, but many priorities remain
the same
Seeking a consensual approach to establishing borough
affordable housing targets
No political changes in SE London but all boroughs have
undergone some restructuring involving their housing
functions.

3. Housing & Regeneration Act 2008
We now have the HCA and the TSA.
We hope to build on protocol with Housing Corporation
launched at last year’s conference
Some greater freedoms for LAs
Code for Sustainable Homes
Other measures and packages during 2008 in response to
current market.

4. Housing Reform Green Paper
Considerable volume of work prior to this e.g. Cave and
Hills Reviews and most recently Julie Rugg’s review of
private rented sector.
We understand that it is imminent
May include social mobility, security of tenure,
worklessness, overcrowding, future of private rented sector
etc.
Work on future of HRA already in progress
The context – sub regional working in
SE London
Well established – e.g. this is the 5th annual conference.
Groups for Members, Directors, Strategy, Private Sector,
Empty Homes, Homelessness, Nominations, Supporting
People – but also task related or ad hoc sub groups.
SE London Housing Association Group
Flexible and pragmatic – collaboration is not always
confined to within sub regional boundaries, and does not
have to include everybody all the time.
2008 – achievements
Out turn investment from Housing Corporation of £406m
for 2006-8
Initial 2006-8 allocation: £202m
Success of CLG funded Under Occupation Scheme
(Perfect Fit)
Successful and genuinely sub regional delivery of private
sector housing schemes – e.g. the SE London equity
release scheme continues to set the pace in London, full
spend or commitment of funding
Shared expertise about tackling empty homes – EDMOs,
CPOs, use of the Planning system
2008 - achievements
via LB Greenwich funding for peer education (in schools,
about homelessness and housing)
Good joint working with RSLs on homelessness
Successful Settled Homes Initiative scheme c/o LB
Bromley. (The only one delivering in London?)
Minor Adaptations Without Delay in place with main RSL
partners. Training recently held.
Aids and adaptations protocol with RSLs
Commitment to a further round of Black on Board.
2008 - achievements
Marketing Plan for Intermediate Housing. Good joint
working with HomeBuy Agent. Next New Homes Show
due Jan. 23rd at Novotel Greenwich.
HOLD (part of In Touch) commissioned by Supporting
people to pilot the necessary advice and support to assist
people with long term disabilities into LCHO.
Inter boroughs nominations and lettings on track.
Protocol for use of the Private Rented Sector
Joint (SP) procurement framework in Lewisham and
Southwark offers opportunity for others to join

Work on stock rationalisation good practice
Sub regional Housing Market Assessment to accompany
‘daisy chain’ procurement of borough level assessments.
Review of RSL role in providing employment and training
schemes in SE London (FamilyMosaic)
Collecting RSL overcrowding and under occupation data
Reviewing older people’s strategies and community alarm
provision
Sub regional bid for Enhanced Handyperson scheme?
Mortgage rescue?

Proposed revision to London Plan sub regional boundaries
Developing choice and mobility post Capital Moves

Maintaining delivery and momentum of private sector
schemes (funding announcement not due until February)
Using Property Appreciation Loans to stretch our resources
when property is not appreciating!
