The context
Last year we flagged up major challenges as:
1. Credit Crunch
2. New London Mayor
3. Housing & Regeneration Act 2008
4. Housing Reform Green Paper (soon)
The context
We’re getting used to the new Mayor, we’re establishing
new relationships with the HCA and TSA and the
Housing Green paper never happened though review of
HRA did go ahead.
The Credit Crunch cast a long shadow:
The traditional development process struggled
Government expenditure to weather the storm will
result in major expenditure cuts and for some belt
tightening has already started
The context
There’s a good chance new (first) London
Housing Strategy may be adopted.
SE London Housing Strategy 2006-2010 will
shortly be replaced by one for 2010-14. This
conference and your feedback is crucial to
this.

Profile of sub regional housing work in London has
not diminished e.g.
Largest so far Targeted Funding Stream
programmes
Profile in work of Audit Commission about
strategic housing role.
Continuing CLG support for work on
homelessness, overcrowding and growth of links
with sub regions for delivery of carbon reduction
investment programmes

Strategy
3 contributors to the evidence base for the
next SE London Housing Strategy:
1. Strategic Housing Market Assessment
2. Review of the partnership
3. Modelling of private sector housing by
BRE.
2009 – achievements
Out turn investment from Housing Corporation of
£406m for 2006-8 . Current HCA allocation for
2008-10 of £445m.
Perfect Fit (under occupation project) has moved
76 HA under occupiers (all resulting in re-housing
for overcrowded households)
Successful and genuinely sub regional delivery of
Targeted Funding Stream programmes
2009 - achievements
Peer Education in schools underway (St
Christophers)
Revision and re-print of ‘Think! Before you
leave home’ – and demand for it within and
beyond the sub region.
Production of good practice guides via
SELHAG Preventing Homelessness Group.
Joint working established on Domestic
Violence.
2009 - achievements
Minor Adaptations Without Delay (MAWD) in
place with all main HAs. Probably the greatest
application of MAWD in any one area in the UK.
A further round of Black on Board. CLG have
indicated they will fund new 2 rounds.
Continuation of joint working with HomeBuy
Agent. 2 SE London New Homes Shows held in
2009 – increasing numbers each time.
In Touch service has so far re-housed 10 people
with long term disabilities into LCHO.
2009 - achievements
Co-ordinated approach to mortgage rescue with
L&Q resulting in good take up in SE sub region.
Protocol for use of the Private Rented Sector
reviewed
Review of HA employment and training initiatives
in SE London.
2009 – work in progress
An Out of London scheme in response to HCA
32m in 2009-10; £10m in 2010-11.
Highlighting bidding opportunities for retrofitting
housing stock and for carbon reduction.
Consulting about CBL for intermediate housing
Collecting HA overcrowding data
Gearing up for Home Energy Efficiency
Programme (HEEP) etc.
2010 – some challenges
Sub regional fit with proposed amendments to the
London Plan
Maintaining delivery and momentum of private
sector schemes – a reduction in funding is
anticipated.
Building on work of Strategic Housing Market
Assessment e.g. better understanding of PRS,
better liaison with Health and Social Care

Good working relationships between HAs and
boroughs, some excellent examples:
Stock rationalisation - FamilyMosaic
Hosting and leading Perfect Fit – Gallions
Extensions - Hexagon
Temporary Social Housing Grant – Hyde
Mortgage rescue – L&Q
Settled Homes Initiative – Town & Country
The housing association contribution
There are many other examples… and still we’d like
to see HAs doing more! Shared Intelligence’s
review of the partnership suggests that HAs are
willing to play a greater role.
Additional involvement can be small scale, localised,
piecemeal – e.g. Settled Homes Initiative,
mortgage rescue, HOLD, retrofitting. Modest
contributions from all HA partners quickly add up.

also a challenge.
Something current offers a snapshot of several
issues…..
LDA are seeking bids from sub regions for
funds with which to link unemployed
people with job opportunities in the
growing ‘green’ retrofitting business.
Deadline December 7th.
An example……
The challenge:
Tight deadline
Need to agree a project, find a delivery
partner and procure in a way that delivers
first outputs before April.
Need to co-ordinate all partners to have
some ownership and influence

Strategy
Tell us if there are things we should be
doing, sub regionally – but also
individually as boroughs in 2010 by using
the conference feedback form (or writing
or phoning). Help us establish objectives
and actions but also how sub regional
working can deliver benefits.
