Livia Vašáková Economic Advisor European Commission Objectives of EU energy policy 2 Ciele energetickej politiky v EU Sustainability Security of energy supply Reduction of emissions Diversification of energy sources, supply countries and routes Reduction of energy consumption Grid Stability Development of alternative energy sources Adequate energy infrastructures Competitivene ss Affordable and competitive prices Promotion of new technologies, growth and jobs Improved energy efficiency 3 2030 Framework - building on 2020 targets and 2050 roadmaps 2008/2009 2011 2014 The EU climate and energy package 4 A 2030 Framework building further on 2020 • Progress towards the 2020 goals Reduce Greenhouse Gas Emissions levels by 20% Reductions in 2012: -18% Increase share of Renewables to 20% Share in 2011: 12.7% Reduce energy consumption by 20% ~ 18-19 % 2020 Projection 2020 Targets 2020 Projection 2020 Projection Energy and climate policies to meet geopolitical challenges Impact of the economic crisis Fall in private investment, tight financing conditions Shale gas US oil and gas production Renewable energy saw rapid cost decreases Technologies are gradually becoming competitive Ukraine Crisis Implications for EU energy security Fukushima Some countries phase out nuclear power production, others will continue Rising energy demand and rising prices By 2030, world economy set to double and energy demand to rise by 1/3 Why a 2030 framework? Sustainability Stay on track towards 2050 GHG objective; EU contribution to COP 2015. Security of Supply Supply diversification; Indigenous energy (€ 400 billion fossil fuel imports per year) 2030 Climate & Energy Framework Investment certainty Providing clear signals on policy framework after 2020 Competitiveness Competitive and affordable energy prices, growth and jobs 7 Main elements 2020 2030 -20 % Greenhouse Gas Emissions -40 % Greenhouse Gas Emissions 20% Renewable Energy 27 % Renewable Energy (EU level) 20 % Energy Efficiency 30% Energy Efficiency (EU level) July 2014 New governance system Key Energy Indicators Energy Efficiency target for 2030 30% EU savings target by 2030 vs. 2007 proposed on 23 July Current energy efficiency policy ambition is continued: • 2020 target requires to cut consumption by 15% from 2010 to 2020 • 2030 target requires to cut consumption by 12% from 2020 to 2030 While leading to slightly higher energy system costs than lower levels of ambition, 30% target results in significant benefits: security of supply the economy (jobs and growth) health and environment Target review in 2017, implementation by Governance System Main challenges for 2030… Energy costs • Increasing in any event: renew ageing energy system, rising fossil fuel prices, adherence to existing policies Additional investments to achieve 2030 framework • Shift away from fuel expenditure towards investments, additional € 38 billion investment/year 2011-2030 compared to the reference scenario Differences between Member States • Future discussion will have to be centred on how to ensure an equitable burden sharing affordable for all … and benefits Decoupling of Gross Domestic Product growth from Greenhouse Gas Emissions will continue • Reductions vs 2005: • • • • Fuel savings Energy security Innovation, jobs & growth Health and air pollution benefits ETS -43% Non ETS -30% New Governance system Plans to improve EU wide coherence and provide investor certainty well before 2020: - How to achieve domestic objectives (non-ETS GHG target, contribute to EU renewable energy target, energy savings, etc). - What other important choices such as nuclear, shale gas, low carbon fuels, CCS, etc. - How it contributes to strengthens the internal market (renewables deployment, balancing markets, generation adequacy and construction of interconnectors). National plans for competitive, secure and sustainable energy Commission develops detailed guidance on the new governance process and contents of national plans Member States prepare plans based on an iterative process (including consultation neighbouring MS) Commission assesses Member States' plans and commitments (2030 targets!) Key indicators Target of 15 % proposed in EESS! Energy price differentials Diversification imports, share of indigenous energy Smart grids & interconnectors between Member States Intra-EU coupling energy markets Competition and market concentration Technological innovation State of play and next steps • European Council in June confirmed agreement on October • High level bilateral meetings with all Member States • Informal Energy and Environment Councils 5 to 6 October • European Council 23 October THANK YOU! ec.europa.eu/energy Kde trh funguje, tlačí ceny dolu... • Na základe doposiaľ dosiahnutého pokroku ďalej rozvíjať prepojenia so susednými krajinami vrátane Ukrajiny v súlade s memorandom o porozumení podpísaným v apríli.
