Why a 2030 framework?
Sustainability

Key

Indicators
Energy Efficiency target for 2030
 30% EU savings target by 2030 vs. 2007 proposed on 23 July
 Current energy efficiency policy ambition is continued:
• 2020 target requires to cut consumption by 15% from 2010 to 2020
• 2030 target requires to cut consumption by 12% from 2020 to 2030
 While leading to slightly higher energy system costs than lower
levels of ambition, 30% target results in significant benefits:
 security of supply
 the economy (jobs and growth)
 health and environment
 Target review in 2017, implementation by Governance System
Main challenges for 2030…
Energy costs
• Increasing in any event: renew ageing energy system, rising
fossil fuel prices, adherence to existing policies
Additional investments to achieve 2030 framework
• Shift away from fuel expenditure towards investments,
additional € 38 billion investment/year 2011-2030 compared to
the reference scenario
Differences between Member States
• Future discussion will have to be centred on how to ensure an
equitable burden sharing affordable for all
… and benefits
Decoupling of Gross Domestic Product growth from Greenhouse Gas
Emissions will continue
•
Reductions vs 2005:
•
•
•
•
Fuel savings
Energy security
Innovation, jobs & growth
Health and air pollution benefits

Non ETS

New Governance system
Plans to improve EU wide coherence and provide
investor certainty well before 2020:
- How to achieve domestic objectives (non-ETS GHG
target, contribute to EU renewable energy target,
energy savings, etc).
- What other important choices such as nuclear, shale
gas, low carbon fuels, CCS, etc.
- How it contributes to strengthens the internal
market (renewables deployment, balancing
markets, generation adequacy and construction of
interconnectors).
National plans for competitive, secure and
sustainable energy
Commission develops detailed guidance
on the new governance process and
contents of national plans
Member States prepare plans based on
an iterative process (including
consultation neighbouring MS)
Commission assesses Member States'
plans and commitments (2030 targets!)

Kde trh funguje, tlačí ceny dolu...
....a trhy začínajú fungovať
Energetika preniká aj do hlavných
ekonomických politík
• EK sa už druhý rok vyjadrila k energetickému sektoru
aj v rámci európskeho semestra
• Odporúčanie 5:
• Zintenzívniť úsilie o lepšie fungovanie trhu s energiou,
najmä zvýšením verejnej transparentnosti regulačného
rámca a preskúmaním faktorov spôsobujúcich vysoké
sieťové poplatky za elektrinu, najmä pre priemyselných
odberateľov.
• Na základe doposiaľ dosiahnutého pokroku ďalej rozvíjať
prepojenia so susednými krajinami vrátane Ukrajiny v
súlade s memorandom o porozumení podpísaným v apríli.
