Communications Task Team Goals
1. Determine best practices for fostering early
communication among stakeholders regarding riskinformed planning to protect communities and
pipelines.
2. Determine best practices for communicating
acceptable uses and activities on pipeline ROW to
land owners and other stakeholders (tenants,
excavators...).
3. Determine best practices for real estate disclosure
of transmission ROW to potential purchasers of
property.

Describe benefits of pipeline transportation

Describe best practices to effectively communicate risk of
pipelines and how risk is managed.

 Pipeline Operators should produce
guidelines for development around their
pipelines and distribute the guidelines to
Local Governments and Property
Developers/Owners. Local Government
authorities regulating development
should use this information to establish
requirements for developing around
transmission pipelines.

contracts, each State should require
the disclosure of known
transmission pipeline easements on
the property.

the PIPA seven-step model when
communicating acceptable
transmission pipeline right-of-way

Seven-Step Model
 1. Identify the problem (or need) the
communication will address.
 2. Determine which stakeholder(s) receives the
communication.
 3. Identify draft message to be communicated.
 4. Develop the final message and delivery system
based on a marketing strategy best suited for the
desired outcome.
 5. Implement communications.
 6. Measure effectiveness.
7. Identify and implement changes if necessary.

 There must be a two-way dialogue.
 Personal experience affects the way
messages are received.
 Common barriers:
– Disinterest
– Lack of Priority

Engaging Stakeholders
 Pipeline operators should create internal
ambassador programs to train personnel
about the importance of working with
stakeholders and other pipeline operators.

Communicate Risk
 Good or bad ‐‐ honesty is an absolute
must. Know your safety history, own it
and don’t try to dismiss it.
 Understand stakeholder viewpoints
and concerns. They will vary greatly
within a community. Listen to all and
respect their opinions.

 Transportation Energy– 97%
supplied by petroleum.
 Heating – 22% consumed annually
comes from natural gas.
 Electricity – 19% is generated from
over 1,700 power plants that use
natural gas, most of which is
delivered by pipelines.
Risks
 Safety
– PHSMA data shows there were 17
pipeline-related fatalities between
2003-2007.
– The majority involved pipeline
employees, pipeline contractors, and
third-party excavators. Only 3 involved
the general public.
– Even one fatality is not acceptable.

only the first step.

 Establish one unified entity to
ensure pursuit of common goals.
