What is Child Pornography ?
• More than just “dirty pictures,”
• Permanent Depiction of a Sexual Assault of
a Child,
• A crime in progress which victimizes a
child anew with each trade, each viewing,
each printing.
Child Pornography is:
• Any visual depiction of a person under the age of
18 (real or depicted as) engaged in:
• “Sexually explicit conduct'' (actual or simulated) – sexual intercourse, including genital-genital, oralgenital, anal-genital, or oral-anal, whether between
persons of the same or opposite sex;
– bestiality;
– masturbation;
– sadistic or masochistic abuse; or
– lascivious exhibition of the genitals or pubic area of any
person;
How are images used?
• Re-live the abuse of the child,
• Fuel sexual fantasies about other children,
• Distribute to other individuals for more
child pornography or money,
• Lure and groom children for sexual abuse,
• Ensure silence from victims,
• Validate the offender’s sexual abuse
behavior.
Where do the predators attack?
• CHAT ROOMS!!!!!!
• All “Chat” services are used by the
predators
• Biggest chat services are Yahoo Messenger,
ICQ, AOL Instant Messenger, MSN Chat
How do the predators attack?
• Enter chat rooms meant for use by teens or
children
• Invite a target child to a private chat (they listen to
the child finding out how to exploit them)
• They began to slowly turn the conversation to
sexually related material
• Will coerce more explicit behavior or a meeting by
threatening to tell family or friends what they’ve
been chatting about
Internet Safety Class-March 2003
Marshall University
• Local area police officers
• Logged onto juvenile chat areas disguised
as juveniles (Yahoo! Messenger & AOL)
• All class members were solicited by adults
• Several were sent links to live web cams
showing nude adult males
• These males wanted their “target” to join
them in masturbating
Internet Safety Class-continued
• One man was chatting at work and had a
web cam set up that showed him in what
appeared to be an office cubicle
• He excused himself briefly from a chat to
snap a digital photo of his genital area-he
then sent a link to the photo so the “target”
could view it
Internet Safety Class-continued
• Two class members “disguised” as juvenile
females from different areas of the country
ended up chatting to the same offender from
Washington state
• He offered to send them airline or bus
tickets so they could travel to his location
Internet Safety Class-continued
• All offenders that were identified will be
followed up on
• The class instructors (Blue Thunder Task
Force from Bedford, VA) will “take over”
our created on-line identities to further
investigate those offenders we established
contact with

TIPS FOR PARENTS!!!!
• Gain computer
knowledge
• Gain Internet
knowledge
• Know how to find
files (pictures and
temporary Internet
files)
• Surf the “Net” with
your younger child
• Keep computer in a
common area of the
home with screen
facing AWAY from a
wall
• Set time limits for
Internet use
Gain Computer Knowledge
• Take a class
• Get tutorial software (ex. Video Professor)
• Learn by doing – it’s really hard to “break” a
computer without a hammer
• A computer is a multi use item – it’s a library,
file cabinet, toolbox, entertainment apparatus,
and an office/business instrument
Gain Internet Knowledge
• The Internet is a wonderful for research,
entertainment, current events, etc.
• You won’t know exactly what’s out there until
you “surf ”
• You can’t “break” the Internet
• There is something for you on the Internet –
whatever interests you have, you can find
online
Know how to find files (pictures
& temporary Internet files)
• Your computer keeps a log of Internet
activity – check it even though it can be
erased
• Learn how to use the “Search” or “Find”
functions on the computer
• Learn how to use the Parental Controls on
the web browser
Surf the “Net” with your younger
child
• You’ll learn together
• They can show you their favorite areas of the
Internet (chat rooms, gaming, bulletin boards,
etc.)
• Develops a bond when you ask for THEIR
help on the computer
Keep computer in common area
• Family room, living room, home office, any
area that all family members have access to
• Face screen away from any wall
• You wouldn’t allow a stranger in your child’s
room, don’t allow them there via a computer
• Think “Mall” –Would you drop your child
off alone at the mall? Don’t drop them off
online alone
Set Time Limits for Internet Use
• If they can’t run the streets at 2 am, then they
probably don’t need to be on the computer
then either
• There’s a time for everything (dinner,
homework, TV, Internet use)
• Encourage your child’s other interests
Prevention: The Best Weapon
• Don’t rely on any filtering or blocking
software – They are good, but they don’t take
the place of a caring & concerned parent
• Promise your children you won’t become
angry if they come to you with a problem
regarding an online situation
• Set a good example – Are your children doing
something bad on their own, or are they
mirroring your use?????
Prevention (continued)
• Your home may be safe, but what about their
friend’s home (computers are literally
everywhere)
• Tell your child to NEVER give out personal
information on line to ANYONE
• NEVER meet in person someone they “met”
online unless you know about it and are
present (then only in a public area)
Prevention (continued)
• Do not store passwords of other personal details
on computer (online predators can get this
information)
• You or your child should never reply to harassing
or uncomfortable E-mail or messages
• Do not enter too much information on ID
profiles (usually on IM services or AOL)
• Contact ISP if there is harassment via E-mail
Prevention (continued)
• Call law enforcement if harassment becomes
threatening
• Call law enforcement if a child is sent
pornography
• If you receive what you suspect is child
pornography DO NOT PRINT, SAVE, OR
FORWARD IT!!!! IT’S A FELONY!!!!
• Write down the Internet address and give that to
law enforcement (local or FBI)
Prevention (continued)
• If you discover an attempt to lure your child
by an on-line predator, call law enforcement
• Print out any messages or e-mail received
from the suspected predator & make a note
of their screen name or e-mail address
Danger Signs In Your Child:
• Switching screens rapidly when you come into the
room (what are they looking at?)
• Phone calls from unknown adults for you child
• Late night computer use
• Sudden influx of cash or new items from unknown
sources (predators will give gifts)
• Unusually upset at Internet interruption
• Withdrawal from family or friends (predators work
to drive a wedge between them and their target)
It’s up to each of us to make
sure that the children of today,
do not become the victims of
tomorrow!
