STTP – Roadmap further developed
• Moved from a technology roadmap towards a deployment roadmap of
BEV, PHEV, FCEV.
• Focussed on 3 scenario’s:
1. Introducing electrified transport of people and goods in cities – 2015
2. Advancing electric mobility to be affordable for everybody – 2020
3. Integrated electro-mobility with extended performance and range –
2025
• Discussion points:
• What to recommend other than electricity ?
• Charging infrastructure: promote normal or fast charging, what
about smart chargers, potential impact on the battery

European Green Vehicle Initiative
• A Common Strategic Framework program from the EU for
the period 2014-2020 has been created: Horizon 2020
(H2020).
• Public Private Partnership - PPP : ‘European Green
Vehicles Initiative’ (EGVI) to further develop the roadmaps
to deploy electro-mobility in Europe.

indium, magnesium, natural graphite, niobium, platinum group
metals, light & heavy rare earths, tungsten ,borates, chromium,
coking coal, magnesite, phosphate rock, silicon metal.
A significant activity is ongoing around the topics of Resource
Efficiency, Sustainability, and Critical Raw Materials.

the European Waste Directives:

Recharge was involved and supported the document.
not proposed to vote by the new Commission.

for 2016. Depending on the result, revision may be
proposed in 2016-2017 ( see specific presentation).
• Commission announced a new “ more ambitious
proposal” in 2016?

 New position of the industry for REACH regulation:
• Support application of the regulation for workers protections based
on OEL, when applicable, instead of REACH authorisation process.

3. BATTERIES DIRECTIVE.
• 2016 is the end of the exemption for POM Ni-Cd batteries for power
tools.
4. ECODESIGN (UPS,...)
• Release of the final proposal for design of UPS. New list 2015
proposal, including cell phones, and possibly tranversal batteries study
• RECHARGE proposal with CDI for the exemption of batteries
substances in laptop computers.
5. Product Environmental Footprint, ECOLABEL
• Recharge pilot project of PEF for batteries is on-going.

1.BATTERIES DIRECTIVE.
• Eurostat consolidating data from Member states since June 30th:
report not yet available?
• Several organisations are promoting positions papers for the revision
of the definitions of Portable/industrial batteries.
• RECHARGE working group exploring possible positions.

• Recycling efficiency
• Labelling (specific presentation)
2.WASTE FRAMEWORK DIRECTIVE
• List of Waste update at the Commission agenda, including
batteries.

3. WEEE Directive
• CENELEC standard for recycling published in 2014: batteries can be
removed “mechanically, chemically or metallurgically”: it leaves the
possibility to the WEEE recyclers to recycle batteries, as long as they
can calculate and report a recycling efficiency.
4. ELV Directive
• Follow up of Eurobat work about renewal of the exemption, annex 2 in
ELV directive
5. Certification of EoL actors
• Project proposal with EBRA, EUROMETAUX and WEEEForum: the
project will not be funded ( lack of ressources from H2020).
5. Sorting of the Li-ion batteries in the lead-acid waste streams
• Working group with EUROBAT
• IEC proposal to launch a new labelling standard under discussion.
4. Transport and safety
1. TRANSPORT OF DANGEROUS GOODS
• Many proposals voted at the December UNSCTDG Session in
Geneva.
• Mandate for a new Working group about UN safety testing of
large Li batteries and definitions (UN 38.3 revision).

100 Wh limit increase for exemption according SP188 was refused, new a
proposal under construction, based on tests results.
•
UN transport e-book: edition 2 (2014) released for Lithium batteries.
• Eurobat has accepted to contribute (2/3) for a second book on
transport of other batteries ( Pb, Ni-MH, Na-S)

2. SAFETY
• Ban of the Li-metal from the cargo of passenger aircrafts has
been obtained by ICAO.
• Update of the emergency response guidances (on-line on our
website), following the July 1rst workshop: Safety of Li batteries
in storage
• ISO/CTIF: standardisation work started in the ISO/TC22, about a
rescue sheets and the emergency Follow up of the ISO 17840.
• part 1: "rescue information" working group7 under ISO/TC22/SC/12
has finished is work. Voted recently, should be publish soon.
• part 2 rescue sheets for bused and coaches
• Part 3: training manuals
• part 4: Drive line identification signs
