Future ARF Exercise Planning Meeting:
Current Status of Initiative
•The Ministers during the 16th ARF further encouraged the ongoing discussions
involving a potential host nation and co-sponsors for a future ARF disaster relief
exercise.
•The Ministers also welcomed Indonesia co-hosting the next ARF field exercise on
disaster relief with the support of Japan.
•Indonesia and Japan agreed to take initiative for co-hosting the next ARF Field
Exercise on Disaster relief.

Discussions
•Indonesia and Japan distributed Initial Concept Paper of the next exercise and
explained their idea mainly on the following issues.
•The Philippines and US explained the outline of the last VDR in the Philippines and
lessons learned from the last VDR.
•Participants made comments on the Initial Concept Paper.

General Agreement
•Support to the Indonesian and Japanese initiative of implementing the next ARF field
exercise in Manado in the 2nd or 3rd week of March, 2011
•Mailing list of planner should be established for inter-sessional communication and
dissemination of information to all ARF participants

Title of the Exercise
Title of the Exercise should reflect the methods of the exercise: ARF Exercise on DR

Reference Document/Activity
•Multiple references could be use at different level of exercise: Oslo guidelines –
tactical, ARF Strategic Guidance: strategic. It is suggested that the exercise should
have a common exercise that compiles the relevant reference.
•Possibly to include the updated draft guidelines discussed at the last APC-MADRO
Participation
•Funding: 1) for exercise to be bourne by Indonesia and Japan; 2)funding for
participation by respective countries; 3)other cases for participation, to be discussed
further (co-sponsorship)
•Participation of relevant decision makers to Planning Conferences is essential to
expertise the planning process
Objectives
•Objectives of the exercise should be well-considered.
•The exercise should have strategic, operational, and tactical values
•Participation of civilian including NGOs
•Core of coordination is assessment and information. Gap of information greatly
disadvantage coordination

Next Steps
•Needs feedback of the ongoing planning process to the next ARF Ministerial Meeting
next year
•Notification letter signed by ARF SOM Leaders of the Co-Chairs to be issued right
after the ARDEX’09
•Possible discussion during or back to back with ISG to be held in November 2009
•Site surveys are critical to ensure that the plan is realistic: infrastructure, logistics,
accommodation, meals, and basic needs for the exercise operation.
•Possible discussion at the side line of the ARDEX’09 in Manila
•Bilateral planning meeting should be held as soon as possible
•Inter-sessional communication through mailing list
