ARF Strategic Guidance Technical Working Group:
Current Status of Initiative
• ASEAN Regional Forum Statement on disaster management
and Emergency Response 28 July 2006 recommended
creation of general guidelines
• 2007 ARF SOPs on DR developed and member nations
provided initial comment
• 2008 HADR Desktop exercise in Indonesia resulted in
further amendment of the document (Strategic Guidance)
• Some issues remained –
- Terminology inconsistencies
- Role of the Strategic Guidance

• 23 July 2009 – ARF Ministers indicated hope that the
Strategic Guidance could be realised by ARF 17 in 2010
• 2009 Australia reviews the document and produces v5 for
comment

Objective: To achieve consensus that:
The Strategic Guidance proceed to ARF SOM and Ministerial
agreement in 2010, noting that the Strategic Guidance should
be viewed as a non-binding, living document

• Scope and purpose of the document
• Review key changes to v5 of Strategic Guidance
• Discuss key changes and incorporate further feedback
• Discuss way ahead for the document
• Update slides for Plenary Report and Discussion of Group

Key changes to v5 of Strategic Guidance
1: Virtual task Force Model Removed and document ‘lifted’ from
the tactical space
2: Incorporation of feedback from ARF members
3: Terminology updated to reflect definitions used in
international documents
4: Recent initiatives such as the ARF MCDA Voluntary Model
Arrangement proposal and ARF Disaster Relief Mapping
Service reflected in v5

• High degree of acceptance of current draft (V5)
• Additional work to focus on:
• Incorporation of new feedback (language, definitions)
• Distribution for further comment (replies by mid October)
• Standby Arrangements (deletion of Chapter 6, Annex A)
• Reflecting that standby arrangements imply a more
binding commitment
• Not consistent with Strategic Guidance document
• For separate progression by interested ARF members

• Circulation of amended document for comment
• Strategic Guidance tabled at ARF ISG meeting in India
• Seek endorsement at May 2010 ARF SOM

ARF Strategic Guidance: Summary
• Non-binding document for reference by ARF members
• Not the only reference available – however is consistent with
other documents
• Has been reviewed at last three ISM on DR meetings
• Ministerial endorsement, followed by publishing and use, will
provide valuable feedback to further improve the document
• Incorporate into next ARF DR activity
• Regular review
