Objectives
To develop and test a transferable European Methodology
and associated tools which will enable the regional actors to:
• Assess the effectiveness of their regional research and
innovation policies within a European framework.
• Benchmark and recommend policies for increasing their
regional performance in terms of sustainable development.
Regional Innovation Policy
Framework
 Since mid 90’s, EC has supported European regions to formulate
or deepen innovation policies (eg. Via RTP, RITTS, RIS, RIS+,
etc.)
 More than 130 regions have used the RIS/RITTS methodology

European Methodology
 EMERIPA will develop a European Methodology for policy
impact assessment and benchmarking which could be
transferred to other EU regions.
Consensus Building (through the different Steering
Committees) is key to achieve the main purpose of
EMERIPA!

 EMERIPA shall contribute to create an innovation
culture focusing on the value and importance of the
assessment of R&D policies
 The Involvement of Regional Innovation actors is key and will
be achieved through:
Participation in the Steering Committees
Awareness raising campaign
Dissemination Plan
EMERIPA Implementation
 EMERIPA has already carried out:
 An analysis of the short and long-term effects of the
different Regional Innovation Strategies of the participant
regions (both co-funded by the EC or not).
 An analysis of past, recent and on-going experiences on
methodologies, tools and indicators developed for
Regional Policy Impact Assessment at regional and
community level:
 Thematic Networks, scoreboards, web-portals were analysed from 3
points of view:
1. Methodology: Comprehend how the topic was tackled.
2. Tools: Associated tools to the Methodology.
3. Indicators: Innovation Scoreboards at regional, national and
international level.
EMERIPA Implementation
 EMERIPA is built on the support of key regional
actors to create an Impact Assessment Culture at
regional level.
 EMERIPA formulates a New Set of Indicators based
on different evaluation perspectives.

 EMERIPA methodology combines two concepts:
 Evolution of the Regional Innovation Performance.
 The impact of the actions suggested and implemented through the
Regional Innovation Policy and strategies.
 This combination will allow:

Measure the modification of the Regional Innovation Performance.
Assess the adequacy of the certain strategy.
Assess the impact of the innovation strategy in a region.
Benchmark innovation policy measures adopted in different EU regions.
 EMERIPA will analyse all these concepts and their
interrelations.
EMERIPA Implementation
 The project is now focused on the development of the
EMERIPA Methodology and Associated Tools.
 It will be tested in the 8 partners’ regions.
 The Methodology will be updated according to the findings.
 Exchange of Good practices, Benchmarking and Policy
Recommendations.
