Improvements Regulation
• Tenants’ Improvement Regulations
• Improvement Regulations must be in force by 1 April
2016 and will empower tenants in the sector to request
consent for energy efficiency measures that may not
unreasonably be refused by the landlord.
Broad principles – Tenant Request
Tenant Request – any eligible tenant may request consent
for energy efficiency measures from their landlord
Landlord Response – landlords may not unreasonably
refuse consent for improvements but can provide a
counter proposal of a similar energy efficiency
improvement package
Costs– all energy efficiency improvements required must
be financeable without upfront cost to the landlord (i.e.
must have the option of a Green Deal and/or ECO)
Tribunal – any disagreement between tenant and landlord
may be taken to tribunal for resolution
Permissions - only required to do works where
relevant consents are obtainable (e.g. planning
permission, freeholder consent, occupying
tenant consent)
Building safeguards – works that would result in
property devaluation would not be required.

Enforcement - local authorities to enforce with
provision for appeals process
By April 2018 the least energy efficient
properties F & G EPC rated, will be
prohibited from let until they are improved

• Government’s flagship energy efficiency scheme offers whole house
packages at no up front capital cost
• The Golden Rule - the expected financial savings must be equal to or
greater than the costs attached to the energy bill
How does it work?

• Green Deal Advice Provider – will arrange
the finance – agreed measures installed
• Repayment via electricity bill

Three easy to understand levels of service
Our Service
You have three options:
BRONZE SERVICE
We carry out an initial stock assessment
based on the EPC. We will produce a
refurbishment plan, and detail incentive
or grants availability (which may be
property sensitive) so that it is cost
neutral.
SILVER SERVICE
You get everything contained in the
Bronze Service. In addition we will liaise
with tenants to get their buy in and deal
with any counter proposals made by
tenants. If exemptions apply we will liaise
with the Local Authority to provide the
necessary proof. We will deal with
installers on your behalf to get quotes
and project manage the installation.
GOLD SERVICE
As above but post installation we will
carry out customer satisfaction surveys
and provide mentoring for tenants to
help them get the best out of the new
technology. We also have specially
prepared guides to leave with them and
an advice line should they have any
queries. So you get complete peace of
mind.
