In 1994, and again in 2009, the Texas
Legislature commissioned a Disparity Study
to determine past and current disparity
among woman and minority-owned
businesses in the State of Texas.
76th Texas Legislature
Senate Bill 178
Legislators of the 76th Legislature enacted
Senate Bill 178, which encourages the use of
historically underutilized businesses (HUBs)
in service and commodity purchases.
Texas Government Code
Texas Government Code Sections 2161.181
and 2161.182 mandate that State of Texas
agencies and institutions of higher education
shall make a good faith effort to utilize HUB
vendors, directly or indirectly, to achieve
annual procurement goals.
