Test Notification

• Students and parents/guardians shall be: – Given notification before testing; – Provided information on the purposes of the test and uses of test results; and – Encouraged to follow test preparation procedures.

Test Preparation Practices

• Instruction will be focused on the content standards and objectives in the curricular areas.

• Informal item bank(s) should be used for test preparation.

• Students should be taught study skills and general test-taking skills.

• Benchmark assessment should be used for test preparation.

• Formative assessment should be used for test preparation.

TEST SECURITY

County and school personnel shall establish and implement procedures to ensure maximum test security. Access to secure materials shall be limited to applicable county/school personnel.

Before each test administration, materials must be distributed and stored according to instructions provided with the test. Tests must be secured at all times during test administration, including all breaks in the testing sequence.

All test booklets (and answer sheets, if applicable) must be counted, reconciled, and returned to a centrally located, locked and secured area immediately upon completion of each daily testing session.

Access to secure test materials shall be restricted to the state scheduled dates of test administration.

• No secure test materials, questions, or student responses shall be retained, reproduced, paraphrased, or discussed in any manner.

• Personnel responsible for the testing program shall be properly instructed and participate in the training for each assessment’s appropriate test administration procedures. Completed verification of training forms must be on file with the county test coordinator five instructional days prior to beginning testing. A copy of the training form is to be placed in the school’s accreditation file 6.5.3.

• Any individual who administers, handles, or has access to secure test materials at the county or school level shall complete each required assessment’s training as appropriate and sign the applicable secure materials and test procedures agreement.

• The original signed agreements for principals, building level coordinators, and assistant building level coordinators must be on file with the county test coordinator and a copy maintained at the school.

• The signed agreements for other school level personnel are to be maintained at the school.

•No one shall compromise test security or the accuracy of test data score results by manipulating the test administration, demographic data, or the students’ answers or data.

•All student test data will be stored in a locked and secured area. Student test data shall not be disclosed to unauthorized persons as set forth in WVBOE Policies 4350 and 2340.

• Tests, including make-ups, shall be administered only during the testing window established by the West Virginia Board of Education. The testing window is not determined by the county.

•All examiners shall strive to create a positive testing environment.

•Students shall not have access to test questions or answer keys.

•Examiners shall limit assistance to students to only those issues concerning the mechanical aspects of marking answers, clarifying directions, and finding the right place on answer sheets.

•Examiners shall not indicate right or wrong answers in any manner (including body language and tone of voice), point out the rationale of an item, or prompt students in any manner.

• Students and examiners shall be monitored to ensure that appropriate test taking and test security procedures are followed.

• Specific information, as specified by the test manual, shall not be displayed in the room during test administration.

• Only references or tools specifically designated in test manuals are provided to students.

• Accommodations, as appropriate, for students with IEPs, Section 504 Plans, or LEP Assessment Participation Forms shall be provided as established by their respective plans.

Prior to the First Testing Session

• Inform students and their parents of the test date and the purpose of the test. Use the letter and WESTEST brochures provided. • Ensure that each student is familiar with general types of questions on the test and procedures to follow when recording answers to the test questions.

• Tell students to bring a quiet individual activity in case they complete the test early. Examiners must have quiet activities prepared for students who do not bring their own.

Prior to the First Testing Session

• Let students know that randomly marking answers is not acceptable. However, it is better to guess than to leave anything blank. On multiple choice questions, students should eliminate answer choices they know are incorrect and then guess from the choices remaining. Also, students must attempt to answer all constructed response questions.

Prior to the First Testing Session • Practice using the Mathematics Punch-out Tools with students. Students may use their own protractors and rulers, if desired.

• If students use their own protractors and rulers, they may not have information on them that could be clues or answers to questions on the WESTEST (ex. name of shapes).

sheet are provided within the 10 th grade test booklets. However, a clean copy may be distributed to each student when test booklets are given out so the students will not have to flip back and forth in the books. If the sheets are given out during testing, be sure to collect all of them before dismissing students from the test session. Also, do not allow students to bring their own copies in to the test session.

For Examiners administering WESTEST to students with IEP testing accommodations:

• If you are testing RLA or Math, obtain the Print Special Education Student Testing Option Report (WVS.326) from the principal.

• Review each child’s listed testing accommodations prior to testing. If there are discrepancies between the WVEIS report and the IEP, contact the case manager.

• Ensure that any specific content information pertinent to the test being administered is not displayed in the area during test administration.

• Place a “DO NOT DISTURB” sign on the door during testing.

At the Beginning of the First Testing Session

• Check-out test booklets, verify count and initial Security Checklist. This is to be done each day of testing.

• Check to see that each test booklet has a pre coded student label on the front cover. If there is no student label, then the Principal/Building Level Coordinator should have bubbled in the bio-grid information. Notify the principal/building coordinator if the bio-grid needs to be completed. Examiners are not to complete it.

Student Test Booklet

Student’s pre-coded label will be here. Be sure to give each student his/her own book.

Student writes his/her own name in the space provided and writes the examiner’s name each day of testing.

Very important  Bio-Grid The Bio-Grid located inside the front cover is completed only for students who do not have a pre-coded label.

The Bio-Grid must be completed by the Principal/Building Level Coordinator only.

The 9-digit student WVEIS number must be correct.

Check to make sure the”invalid” bubbles have not been marked in any booklets. Inform the principal/building level coordinator if any are marked.

Before Each Testing Session

• Seat students to deter interaction with each other during testing.

• Clear desks/work areas of all booklets, papers, and other materials. • Turn off cell phones and watches or pagers with alarms.

Before Testing Begins

• Be organized and ready to start as soon as test books are signed out. • Show examples on the board of how to fill in answer circles correctly. Emphasize that students must make complete erasures and write answers in the space/lines provided.

• Have at least two sharpened #2 pencils with good erasers for each student. Be sure to sharpen pencils in advance for the next session.

• Have at least 2 pages of scratch paper for each student. (Graph paper may used as scratch paper.)

During Testing

• Set aside the test booklets for students who are absent. Each day, the Principal/ Building Level Coordinator will collect the test booklets not being used shortly after the test administration begins.

• Read the student directions verbatim. These directions are printed in the boxed areas preceded by the word “SAY.”

Reminder: The Reading/Language Arts test may not be read aloud or signed to any student. Only the directions may be read aloud or signed if this accommodation is noted on the student’s IEP, 504 Plan, or LEP Assessment Participation Document.

Reading/Language Arts Day 2: Session 1, Reading/Language Arts

Distribute test booklets to the students. Make sure each student gets his/her own test booklet. Students may use scratch paper for the Reading/Language Arts test.

SAY Check to make sure that your name is on the pre-printed label on the cover of the test booklet. If the information on the label is incorrect, please raise your hand.

Look on the front cover at the Teacher Name line. Write my name above the RLA.

Demonstrate on the board how students are to fill out the Teacher Name line. Circulate around the room to make sure all students are completing the lines correctly.

SAY The Reading/Language Arts test has three sessions. Mark your answers in the test booklet by filling in the circle beside the answer you choose.

If you make a mistake when you fill in the circle, make sure you erase it completely.

During Testing

• Students must be given adequate time to complete the test. If a student who has required additional time stops working for more than 10 minutes and has not closed his/her test booklet, it is recommended that the test be ended. • Each content test must be completed on the day it is started.

• Quietly circulate around the room to monitor students during testing. • Examiners are not to work on other activities while the students are testing.

• Maintain a quiet, orderly testing environment.

• Maintain a positive testing atmosphere.

• Use of template (i.e., typoscope) to maintain place for responding • Underlining/circling key words/phrases in directions, text or stems – using a pencil only • Use of color visual overlays • Use of a Scribe when a short-term medical condition precludes the student from using the dominant hand to mark responses.

• Use of scratch paper, graph paper, line guide, slate and/or abacus for computations and note-taking while reading and/or responding for all content areas • Individual, small group, or different class testing

Returning Test Materials

• When testing for the day is complete, sort the test booklets in numerical order by security barcode with the spines facing in the same direction.

• Go to the box labeled “Administrators Use Only Invalid” (inside test booklet cover) to verify no circle has been filled in unnecessarily. Invalidation of student booklets shall be done only by the Principal/Building Level Coordinator upon the direction of the County Test Coordinator.

Returning Test Materials

• Any invalidation of the test booklet must be reported to the Principal/Building Level Coordinator.

• Check the test booklets back in to be returned to secure central storage immediately after the testing has ended each day. Follow the procedures established by the Principal/Building Level Coordinator.

WESTEST Accommodations

Accommodations for Students with an IEP, Section 504 Plan, or LEP Assessment Participation Document • All students with an IEP, Section 504 Plan, and/or LEP Assessment Participation Document are to participate in all components of the WESTEST in the grade level at which they are enrolled, except for those students who meet the criteria for participation in the West Virginia Alternate Performance Task Assessment (APTA).

• It is recommended that students with an IEP, Section 504 Plan, or LEP document be assessed following the same testing schedule as their regular education peers in their enrolled grade. • Students with an IEP, Section 504 Plan, or LEP document should be tested in the same content area on the same day as their peers unless other scheduled arrangements have been approved in advance by the County Test Coordinator.

Accommodation

An accommodation is a change in the administration of an assessment, such as setting, scheduling, timing, presentation format, response mode or others, including any combination of these, that does not change what is intended to be measured by the assessment or the meaning of the resulting scores; an accommodation does not change the construct of the test.

• The student is to receive all assessment accommodations as outlined in the IEP, Section 504 Plan,or LEP Assessment Participation Document. Additional information is available in

West Virginia Guidelines for Participation in State Assessments (

• If a school does not provide the accommodations listed on the IEP, the results may be invalidated and the student will be retested. The school is responsible for costs incurred for retesting.

• If the teacher does not provide the accommodations, he/she is in violation of the IEP which is a legally binding document.

WESTEST Accommodations For Examiners Administering WESTEST to Students With IEP Testing Accommodations, after test administration, the assigned examiners will mark each listing on the WVS.326 according to the instructions in the Examiner’s Manual (Appendix 8).

• The WVS.326 document used to verify that accommodations were provided must be the most current, up-to-date version available.

The only acceptable reasons for not providing the accommodations are if the student: 1) refused to accept the accommodation(s) or 2) finished the test before extra breaks were provided Assigned Examiner(s) must inform the Principal who informs the County Test Coordinator of all incidents of students not receiving accommodation(s) defined in a student’s plan.

Reporting must be done immediately so re-testing, if needed, can be completed during the window. All incidents require written documentation in the student file.

The WVDE Office of Student Assessment and Accountability will

invalidate a test and/or retest

student(s) when the school staff did not provide the appropriate accommodations.

• School Principal/Building Level Coordinator will make copies of all WVS.326 documentation reports for the school, file the copies, and return the originals of the signed and dated reports to the County Test Coordinator when testing materials are checked in. Copies of these reports must be kept for: • • Office of Educational Performance Audits’ (OEPA) monitoring process (on-site reviews) West Virginia Continuous and Focused Monitoring Process (special education monitoring)

The federal government requires documentation that appropriate accommodations were provided on WESTEST and APTA in mathematics and reading/language arts for students with disabilities.

The acceptable accommodations for WESTEST are on the following slides. These accommodations must be listed on the student’s IEP or 504 Plan in order for them to be provided.

Use an abacus on all parts of the Mathematics test for blind students.

Provide physical support for a student by an aide if this support is provided routinely and if the aide has been trained as an Examiner.

Use an electronic translator or sign dictionary to present directions, stimulus material, questions and/or answer choices for the Mathematics, Science and Social Studies tests. An electronic translator or sign-dictionary may be used only to present the directions for the Reading/Language Arts test.

Scheduling

• Provide more breaks than are scheduled as long as the breaks do not allow an opportunity for the student to study information on a test already started. • • Schedule breaks according to student’s needs.

Tests are to be completed on the same day that they are started.

The principal/building coordinator will now explain the procedures for:

• signaling when assistance is needed within the testing room.

• dealing with a contaminated test book.

Transcribing

• Scribes must be trained examiners. They must read and follow precisely the “Directions for Transcribing” on pages 14 15 of the Examiner’s Manual.

• When an examiner is transcribing a student’s written response, the examiner is to copy the response EXACTLY as it is written by the student.

• When an examiner is recording a student’s oral or signed responses, the student should be given the following options: – A student may verbalize the punctuation and mechanics as he/she gives the answer.

– A student may read the written response and indicate to the examiner where and how to punctuate and use mechanics after he/she has given the answer.

– A student may use a combination of the first two options.

After Transcribing

• The WESTEST Scribe Verification Form found in Appendix 9 of the Examiner’s Manual must be completed. One copy is kept in the school files and one copy is submitted to the county test coordinator.

Tardy Students

• Tardy students are NOT to be admitted to the test session after testing has begun.

• The principal/building coordinator may create a Late Arrival Testing Site and assign a trained examiner to administer the test to students arriving late. The manuals allow for multi-grade level directions. If that is not possible, then tardy students must be tested during make-up testing.

Make-Up Testing

• The principal/building coordinator must have an organized plan for make-up testing. If a student misses all parts and there is not sufficient time for making it all up, priority must be given to Reading/Language Arts and Math.

Math Formula Sheets and Science Reference Sheets

• For students in grade 10, the formula/reference sheets are found in the back of the test booklet. However, the students may also be provided a clean copy during testing. The copies must be collected before students leave the testing room.

• For grades 3-8, most formulas are provided within the test question. EXCEPTION: If the formula was first introduced 2 or more grade levels prior, then the formula is not provided and students are expected to memorize it.

Reviewing for the Test –It is NOT permissible to review for a content area on the same day the content area is being tested. However, it is permissible to review during the afternoon on the day prior to the test.

Class Assignments During Testing

–Students should not be given other high pressure tests/assignments on WESTEST days.

Marking in the Test Booklets

– Students must respond to the test questions by directly placing their answers in the test booklets. Pencils must be used.

– Students are allowed to use their pencils to circle or underline key information in the test items. They must stay away from the timing marks on the pages and must not have stray marks close to the areas where the answers are placed.

• Highlighters, markers, and ink pens are not allowed.

For Students Who Finish Early

• Examiners must have quiet, individual activities available for students to work on while they wait for others to complete the test.

Students Who Need Extra Time

• A student who needs extra time may be moved to another location to finish as long as: – the student does not have the opportunity to obtain information from other students or teachers – the student does not have the opportunity to look up answers – the student is monitored by a trained examiner

The student who needs more time may be moved to another work area monitored by a trained examiner and the other students may go to lunch.

Examiner Responsibility

– Examiners are responsible for monitoring the testing session at all times. They are to quietly circulate around the room encouraging students to keep working, determining if students are following directions, replacing pencils that break, assuring that the test being administered is the only one being worked on by the students, and maintaining a

Examiner Responsibility –Examiners must not read, study, copy, disclose, or allow to be disclosed the contents of the WESTEST.

The only time it is permissible for examiners to look at the test items is when they are providing oral testing for mathematics, science, or social studies.

• be tested at the grade level in which they are enrolled.

• be tested in classrooms with adequate lighting and ventilation.

• be seated to deter interaction with each other.
