Budget Billing Options
Levelized: This is a form of even billing
designed to keep variances in billed
amounts to a minimum. This is a free option
available to all CUBIC users.
Budget: This is a form of even billing
designed to keep billed amounts uniform
and to revise the budget amount annually or
as needed. This is a priced option for CUBIC
users.

Levelized Billing Process
 Customer is identified for Levelized Billing
 Each time a bill is prepared, a levelized amount is
calculated by totaling the last twelve months of bills
and dividing by eleven.
 If history is lacking, an estimating formula is used.
 If there is an adjustment amount entered for the
customer, the suggested amount is then adjusted by
that amount.
 The suggested amount is compared with the actual
amount of the bill. The larger amount is then used as
the suggested amount.
 This can be started at any time. However, it works
best when started in the low billing months.

Budget Billing Process
 When a customer is identified for Budget Billing, the budget amount is
calculated and displayed. The operator can override the calculated
amount, as desired.
 The budget amount is calculated based on the number of months of
history used in the calculation. The current account balance is added
to the summed history. The devisor can be set by the user.
Normally, it is the sum of twelve months of bills divided by eleven.
 As a part of the customer budget billing setup, a settlement month
may be selected. The settlement month is when the history is
reviewed and a new budget amount is calculated.
 A settlement program is run for each settlement month used. This will
cause all accounts with the selected settlement month to have their
amounts recalculated.
 A delinquent report is available for customers on budget billing.

Installment Billing Option
For Microsoft® Windows®
Provides for the billing of expensive items, such as tap
fees, using a time payment plan established by the
user.
Installments can also be used to settle unpaid pastdue balances. The past-due balance is transferred to
an installment plan allowing it to be paid off in
increments.
If an installment is created to settle an unpaid balance,
general ledger posting entries will be appropriately
made.

 System automatically adds the installment charge
to the bill and reduces the installment balance.
 An aging report is available which presents the

RUBS Setup
RUBS (Ratio Utility Billing System) is designed to
allocate utility bills in multi-unit complexes based on
occupancy and/or square footage. It can also bill for
other charges such as rent.
• Each unit in a property has the number of occupants
and/or square footage entered.
• Rubs rate codes are set up for each property, by
service. Percentages are established by square
footage and/or occupants for the service. Common
area reduction is entered.

• Utility bills, by service, are entered for each property
• Proration for unit move-in and move-out dates is
provided.
• Properties are processed updating the allocation
percentages for each unit.
• RUBS bills are generated and placed in a batch file for
review before updating.

CASS Certification
CASS certification is a system designed by the US Post Office to
validate street addresses and assign delivery points. This coding
allows one to use more favorable postal rates. If you are sending
out more than approximately 3,500 bills monthly, CASS will provide
you with significant savings in postage.
There are three components to CASS.
1. Frey Software which interacts with CASS third-party software to
validate addresses.
2. Third-party software that processes the address information for
Frey software and performs the validating process.
3. A CASS compact disk, supplied by the third-party, which contains
postal address certification and delivery information. An updated
disk is sent every two months.

CASS Certification Process
• When a customer is entered or edited, a CASS
validation of the address will be performed.
• Before printing bills, a CASS certification will be done
on the customers being billed. If address errors are
detected, a report will print listing the offenders with
suggested corrections.
• A CASS Certification report will print which is given to
the Post Office along with the bills.

E-Billing works in conjunction with the Internet Inquiry-Payments
option. E-Billing allows bills to be e-mailed to the customers who
ask for such a service.

Meter Maintenance Option
Provides a mechanism for the scheduling of meter reliability
testing at user-defined intervals, maintenance of test results
records, and the expansion of meter-related information pertinent
to operations. Meter testing is important because it insures the
accuracy of metering devices.
Many regulators require such testing as a part of the utility’s
operation. There is also another good reason for testing. Meters
tend to under record usage as they get older because of scale,
etc.
There is no need to be concerned about operations field
personnel accessing sensitive customer data. They can be
restricted so that they do not have access to that information.

Backflow Prevention Option
Backflow testing is required when customers have a piping
arrangement where backflow into the public water system might
occur. They are common in industrial applications and also can
be found in residential settings where irrigation systems are in
place. These systems require regular testing either by the utility
operator or by licensed plumbers.
The software prints notices at the prescribed interval and
provides follow-up reports for those who have not submitted the
proof of testing documents.
Proof of testing reports can be scanned and attached to the unit.
CUBIC integrates all of this information into its customer
database. Operations personnel can be restricted so that they
do not have access to sensitive customer data.

Backflow assembly testing is required in order to comply with Any Utility Company Ordinance #1. Per this ordinance, backflow
prevention assemblies must be tested on installation and annually thereafter by a licensed tester. This letter is notification that
the BPA listed above must be tested by 08/15/2006. Failure to comply with this requirement shall be sufficient cause for the
public water system to terminate water service.
It is your responsibility to make arrangements to have your BPA tested.
Please contact us to verify our receipt of your test report of if your contractor or certified backflow prevention assembly tester
requires additional time or information.
