Observations from the FCC Wireless
Bureau and International Bureau
ORIENTATION

Brief survey of several current FCC activities
involving satellite and terrestrial services; focus on
FWCC NPRM.

Don’t intend to get into the details of these
activities, their status, and certainly not their likely
outcome.

Seeking a dialog with the satellite and terrestrial
communications industries to learn something that
might be helpful to resolving satellite/terrestrial
problems.
COMPLICATING FACTORS:
Real World Considerations



Licensing is getting more complex:
– Fixed services, no longer point licensed (e.g.,
high-density fixed); Satellite systems no longer
just geostationary; GSO, non-GSO stations are
licensed “Full-band, Full-arc.”
– FS terminals and earth stations becoming
customer-oriented and premises-located.
– Domestic-only considerations not sufficient;
international aspects also matter; rule-making
and coordinations affect licensing.
Licensees in auctioned spectrum have expectation
of a degree of technical and economic freedom.
FCC is not authorized to conduct assignments by
auction for orbital locations or spectrum used for
international or global satellite communications.

OBSERVATIONS

Seeking increased band sharing vs. segmentation

Increasingly dependent on rules/models for sharing

Environment for satellite/terrestrial services
coordination is evolving:
– Business, Market, Service, e.g., voice,
video, or Internet
– Platform to deliver service, e.g.,
terrestrial towers, high altitude aircraft,
or low earth orbit satellites
– Customer equipment
FWCC PETITION/REQUEST


Claim: While allocations for FSS and FS are co-primary,
in practice actual sharing is inequitable and disadvantageous to FS
FWCC requests:
– Demonstration of “Actual Need”
– FSS Earth Station Loading Requirements
– Consistent Approach to Interference Coordination
ACTIONS PROPOSED IN NPRM

“Actual Need”: Denied FWCC request for
Declaratory Ruling, but dealt with “demonstrated
use” in loading requirements

Loading Requirement: FSS earth station after two
years must “demonstrate need” if FS applicant
coordination request denied

Consistent Approach: FSS earth station or FS
licensee accepting a particular interference
analysis model for successful coordination must
accept same model in later coordination
