The Oak Ridge National Laboratory
Mentor-Protégé Program
A Department of Energy initiative designed to assist energy related
firms in an effort to enhance their capability to perform contracts
and subcontracts for Oak Ridge National Laboratory and other DOE
laboratories and facilities. Those companies eligible to participate in
the program include:
Small Disadvantaged Businesses
Women-Owned Businesses
Historically Black Colleges and Universities (HBCU)
Other Minority Institutions of higher learning
Service Disabled Veteran Owned Small Businesses

Program Objectives
• To enhance the capabilities of small businesses to
perform contracts and subcontracts for ORNL, other
DOE Laboratories and facilities, and other federal
agencies.
• To foster long-term business relationships between
small business entities and to provide increased
opportunities and resources for small business growth.
• To provide guidance and use of research facilities and
staff, and to assist small business to be competent in
their respective industries.

Program Prerequisites
 Certify as a small business for the NAICS code for
services provided to ORNL
 Have been in business at least two years
 Have two internal ORNL champions
 Have at least one existing subcontract with ORNL
 Be approved by the Director of the Small Business
Program Office
 Be approved by the Chief Financial Officer.

Agreement

Business development and management (e.g., marketing,
proposal development, cost estimating, internal cost
structure, and human resource practices)

Procurement (e.g., acquisition and purchasing)

Technical areas (e.g., quality assurance/quality control,
engineering, and design)
 Assistance in obtaining DOE Small Business
Innovative Research grants
 Participation, as approved, in the Mentor’s training
courses and programs
 Access to user facilities at ORNL with the Federal
Administrative Charge waiver available to small
and nonprofit organizations

Assistance Included in the ORNL Mentor/Protégé
Agreement
Establishment of a general order subcontract
Evaluation of the Protégé’s technical capabilities,
assessment of its technical strengths, and identification of
areas of potential subcontracting opportunities by the
Protégé’s Internal Champions.
Introduction of the Protégé to additional contacts within
ORNL as well as DOE, other government agencies, other
government contractor organizations, the core universities,
and related commercial markets.
