Putting People First – What is it?
• An agreement between central
and local government
• It will change and improve adult
social care services
• The government has given money
to local councils to help them,
called the social care reform
grant.

Putting People First – Where has
it come from?
• It came from 'Our Health, Our Care,
Our Say' a government white paper
• The government asked people what
they wanted
• People said they want support when
they need it, quickly, easily and in a
way that fits into their lives.

What is personalisation?
• Personalisation means people have
more choice and control over the
serivces they receive.
• People are given support and
information to help them make
decisions and meet their goals
• The government want all local
authorities to have a set number of
people using personalised services by
2011

What are we doing in Walsall to
respond?
• Walsall are working in lots of
ways to make both Putting
People First and
personalisation happen.
• We have a team of people
working with service users,
carers and staff to look at new
ways of working.

What are the People First Team
doing?
•Create a access and
response centre.
•Find ways to make
information available 24
hours a day, 7 days a
week.
•Work with partners to
provide a better service.

What is self directed support?
• Self directed support is a new
way of making sure people are
in control of the support they
need to live their life as they
choose.
• This means giving people their
own budget and helping them
to buy the care they feel they
need.
What is a self assessment
questionnaire?
• A Self Assessment Questionnaire
(SAQ) is the way the council
finds out what people need
• The questions are about different
areas of your life
• You can answer the questions on
your own or with help from
someone you trust.
• The council uses this information
to decide what money you need
to arrange your support.

What is a resource allocation
system?
• A Resource Allocation System
(RAS) is how the council work out
what money you should have to
meet your needs

What is a direct payment?
• Direct payments give
you money instead of
services so you can
have control over your
life, by making
decisions about how
your care is provided.
• A direct payment is not
a benefit and it will not
affect any benefits you
receive.

What is a personal budget?
• A personal budget is the
amount of money you need for
your services.
• The council decide this amount
by looking at the Self
assessment questionnaire and
the resource allocation system
• You can have this money as
cash (direct payments) to use
to meet your needs.
• Or you can ask the council to
use your personal budget to
plan and buy services for you.

What is an individual budget?
• An individual budget is money
given to you to buy a range of
services, not just from social
care.
They can use money from lots of
different places, these might
include:
• Social services
• Supporting People
• Independent Living Fund.

What is a support plan?
• A support plan is where you
decide what is important to
you and what you would like to
change in your life
• A support plan will look at
what’s working and not
working for you and what
support you need to make
things better
• A support plan does not have
to be complicated; you can
make it as detailed or simple
as you want.
