CONTEXT OF THE PROJECT

November 1994 : Côte d’Ivoire ratified the UNFCCC.

The government recognized with the international community the
reality of the threat caused by the “Climate Change” or “global
warming”.

Within this context, the government has sought to participate in the
UNEP initiated project for CD4CDM in Africa.

In its initial stage (phase one) that ended in Dec 2002, the
CD4CDM project has approved in May 2003 a work plan for the
next three years.

The National CDM Focal Point is ANDE, host of the CD4CDM
project.

IREN is a Technical Assistance Structure for the DNA.

Planned activities
-Ratification of the Kyoto Protocol
-Establishment of a National Authority for CDM through a proposal of
a decree submitted to the government Board.
-Capacity building for policy makers through the organization of
workshops for many structures including some ministries, members of
the Supervisory Board of Côte d’Ivoire DNA.
- Presentation of the project to the Environment Parliamentary
Committee, the representatives of the people

Factors for success of implementation of CD4CDM project
-Country stability
-Human resources needed in quantity and in quality
-Sufficient financing
-Requisite new technologies equipments
Specific barriers to effective implementation and possible
options for addressing it
Gaps assessment was done basing on:

Annual activities report and recommendations 2003-2004,
·
Reports on the phase one and preparatory meetings,
·
Discussions with designated DNA members,
·
Participation in various seminars and workshops.
Specific barriers to effective implementation
The following gaps were identified:

The Kyoto Protocol: not ratified yet
Despite the deadline for the ratification fixed in the National work
plan by July 2003.
Despite efforts undertaken by the CDM Follow-Up Committee led by
ANDE and the Ministry in charge of environment.
Reasons of the delay: The political and social crisis that Côte d’Ivoire
is currently facing.
Solution: ANDE was committed to have the Kyoto Protocol ratified as
soon as possible.
NB: The government Board is sovereign

Absence of a written convention between UCCEE Risoe
center and the government of Côte d’Ivoire:
Lack of national sustainable development criteria:
SDC needed for project evaluation and approval.
Solutions:
1- The team of Côte d’Ivoire has provided for the recruitment of consultants to
develop these criteria.
2- Contribution of all stakeholders under the leadership of the Ministry of the
Environment, the technical assistance of ANDE, IREN, UFR-SGE and other
national experts for better results.
3- Specific budget request to UCCEE RISO by ANDE.
Activities for the next six months
Ratification of the Kyoto Protocol: With the Accra Summit held
within this month, a solution is expected and we hope a good running
of all the activities.
-Establishment of National Criteria for sustainable Development to be
submitted to the government because all the ministries departments
are concerned.
- Development of a CDM projects portfolio to be submitted to the
relevant ministers for consultation.
- The training of the whole government
CONCLUSION


The government knows about the stakes
of CDM in Côte d’Ivoire. We face a political
but not a technical blocking.
The ratification of kyoto Protocol together
with the establishment of the DNA will
follow as soon as the government meets
again.
