Orlikow Plan
Background
The neighbourhood has been under tremendous pressure due
to traffic, development and aging infrastructure. However,
the neighbourhood remains, through the commitment of its
neighbours, as one of the most desirable neighbourhoods to
live in the Ward.
Orlikow’s plan takes advantage of the opportunities
associated with the repurposing of two pieces of public lands
which are The City Fire Hall lands and building and the
School Divisions Sir John Franklin lands.
The Lands
SJF School
Fire Hall Site
The Opportunity
1.
Increase field space at the SJF site
2.
Save a majority of existing green space of the SJF school site
3.
Ensure Fire Hall site is zoned residential
4.
Retain bus route
5.
Provide off street parking
6.
Add new tax revenue and assessment
7.
Re-establish AT link
8.
Improve transparency
The Fire Hall Lands
Fire Hall Without Bus Loop
Demolish Fire Station and move
footprint
Relocate bus loop
Extend field space
The SJF School Lands
The SJF School Lands With Bus Loop
GREEN SPACE
Relocated bus loop
Off street parking
How?
Step 1 – obtaining neighbourhood input
Step 2– acquiring SJF field space from the PSFB.
Step 3 – re-locate bus loop to the South end of the SJF field.
Step 4 – meet with community to review next step.
Barriers
Neighbourhood Support – this will have an impact on
the neighbourhood and will require support to happen.
City of Winnipeg Support – the bus loop must be
moved and Council support required.
Public vs. Market – obtaining the SJF space is critical
and the Plan includes paying significant monies for the
land but likely less than the private market.
Next Steps
- Determine level of support for plan or other
- Provide feedback from Departments and stakeholders.
- Do not declare Fire Hall surplus at this time.
- Submit proposal to Wpg School Division to acquire SJF
