The affordability problem
Home ownership no longer a reality for many
First home buyers halved since 2001 Sydney and many regions now unaffordable
Private rental also unaffordable for many
Sydney and many regions affected Growth in rental stock mainly at high end
Serious pressure on lowest cost rental
Long waiting times for public housing Loss of low cost flats, boarding houses & caravan parks
The scale of the problem
371,000 Households Living in Housing Stress in NSW - 2006 Census 52% 48% Purchasers Private Renters
194,000 private renters – mostly single people, single parents & older people 176,000 purchasers – mostly couples with children Spread across income ranges & broadly distributed geographically Mostly in employment Tend to be younger

What is being done to address this problem?

At the national level
The Federal Government has announced new initiatives to address affordable housing. A working group of the Council of Australian Governments has been established to implement: a $500 million Housing Affordability Fund a National Rental Affordability Scheme building 600 new units for homeless people an audit of Commonwealth, State and Territory land a new National Housing Supply Research Council
$49.8m Affordable Housing Innovations Fund
Established by NSW Government to boost supply of affordable housing $10.4m for new affordable housing at St Marys $39.4m for debt equity partnerships with community housing providers State government contributes 60% of funds Community housing providers contribute a mix of equity and debt finance Tenders to be streamlined with the NRAS

Role of local government in the Partnership
Local Government can provide strategic direction and leadership. It can also bring: research, planning & design expertise land, housing or $’s created through planning instruments / mechanisms resources from surplus land or building audit, or land banking other funding or resources from rates, grants, etc Affordable Housing Units created by Waverley Council Planning Mechanisms
Role of community housing in the Partnership
City West Housing Project Community housing is recognised as a key channel for the delivery of ‘affordable housing’ – Why?
Community housing can act as a: project partner source of funds property and/or tenancy manager
What can my organisation bring to the Partnership?
